| A good ecological environment is an important guarantee for China to build a world power in science and technology,and and an important condition related to social stability and people’s livelihood.With the rapid development of the global economy,the continuous improvement of the level of social development,and the acceleration of the urbanization process,a series of environmental pollution problems of waste water,waste gas and noise related to people’s production and life have arisen.The problems include water pollution caused by industrial production wastewater discharge,air pollution caused by factory smoke and automobile exhaust emissions,and various noises,etc.Among them,the impact of air pollution is wide and powerful.Air pollution is most closely related to people’s production and life,and harms people’s physical and mental health seriously.In recent years,the problem of environmental pollution has become more and more serious.Besides,the cross-regional characteristics of environmental pollution are gradually obvious and severe,which has become an important source of intra-regional conflicts intensification and social conflicts.Since China joined the World Trade Organization(WTO)in 2001,its economy has grown rapidly.It is now the world’s second largest economy,the largest industrial country,the largest goods trader and exporter,and the second most attractive country for foreign investment.However,the situation of environmental pollution in China is severe,which seriously affects the sustainable development of economy and society.In 2014,the concept of the“new normal”economy was put forward,which means that China’s economy has embarked on green,stable and sustainable development.In 2020,a major strategic deployment was made to "accelerate the construction of a new development pattern with the domestic cycle as the main body and the domestic and international dual cycles promoting each other".Besides,the goal of carbon peaking by 2030 and carbon neutrality by 2060 was clarified in 2020.At the end of 2020,the Regional Comprehensive Economic Partnership(RCEP)was officially signed.China faces a new round of opening up and has more space and opportunities for rapid development.However,China will also face new competition and risks,forced to further open up in more fields.Therefore,how to balance and resolve the contradiction between the economic development and the severe environmental pollution,and put forward the countermeasures of environmental regional coordinated governance is an important research topic facing at present.The thesis focuses on the relationship among air pollution,economic and trade development and policy instruments,and the air pollution control issues in environmental pollution.On the basis of comprehensively sorting out the research status,the thesis combines the cross-regional characteristics of air pollution and follows the idea of theoretical research,empirical analysis and countermeasure research.After taking the Yangtze River Delta region as a case study,the thesis researches countermeasures for regional economic development and coordinated governance of environmental pollution.The main research contents of the thesis are as follows:(1)The thesis sorts out relevant domestic and foreign literature and theoretical basis,and builds a theoretical analysis framework.On the basis of summarizing the current research status on air pollution,factors affecting air pollution,and air pollution collaborative governance,the thesis introduces Environmental Kuznets Curve theory,Stakeholder theory,Social Governance theory,Collaborative Governance theory,and Policy Instrument theory,etc.It builds a theoretical framework for coordinated air pollution control aiming at coordinating economic and trade development and environmental pollution control.(2)The thesis carries out empirical analysis on the intrinsic relevance among air pollution,economic and trade development and policy instruments.It focuses on the core research contents and research objects to select relevant influencing factors and carry out empirical analysis.The thesis focuses on the impact of regional export trade on air pollution,the impact of environmental information disclosure on foreign direct investment(FDI),and the impact of the ecological and environmental supervision from the central government on urban air pollution.It constructs econometric models,a regression analysis,a difference-in-difference model,and panel econometric models to empirically test the correlations of the three impacts.It analyzes the mutual influence and coordinated symbiotic relationship among international economic trade,policy instruments and air pollution control.The main research results are as follows.Export trade has a significant positive impact on air pollution,and the degree of impact varies with different geographical conditions.There is indeed a positive causal relationship between environmental information disclosure and FDI.The degree of impact is affected by population density,pollution control investment,and GDP.The ecological and environmental protection inspection from the central government has a significant impact on the urban air pollution concentration,and there are differences between resource-based cities and non-resource-based cities.(3)The thesis researches countermeasures and suggestions for regional coordinated governance of air pollution.It analyzes the relevant factors of air pollution collaborative governance.It takes the Yangtze River Delta region as a case study to analyze its current situation of coordinated governance of air pollution control.It summarizes the problems and challenges in institutional mechanisms,policy standards,industrial structure,energy consumption,transportation,unbalanced development,etc.in the Yangtze River Delta region.Drawing on the experience of cross-regional collaborative governance in economically developed regions at home and abroad,from the perspectives of stakeholders,layout and technology,legislation and supervision,and the government,enterprises,and society,it proposes specific countermeasures and suggestions for regional collaborative governance of air pollution in China.Taking the regional coordinated governance of air pollution as the starting point,the thesis innovatively analyzes the mutual influence and coordinated symbiotic relationship between international economic and trade and air pollution governance,introduces and integrates multiple theories,and builds a theoretical framework on how to coordinate economic and trade development and environmental pollution control.It is found that air pollution,economic and trade development,and policy instruments are closely related and affect each other.Besides,the degree of impact varies with different geographical conditions,population density,pollution control investment,and GDP.It has become a general trend for regional economic and trade development and coordinated pollution control to develop together.Although the coordinated control of air pollution in economically developed areas in China has achieved certain results in recent years,there are still many problems and challenges.The influencing factors and influencing subjects of coordinated pollution control are diverse and complex.The characteristics of relevant factors should be comprehensively used to integrate and assist each other,achieving the purpose of collaborative governance.The thesis provides an empirical basis for revealing the effectiveness of environmental governance policy instruments for air pollution prevention and control in China.It has a certain reference value for coordinating economic development and pollution control in different regions in China in a targeted manner,making policy adjustments and carrying out more precise air pollution prevention and control. |
