Study On Problems And Countermeasures Of Air Pollution Governance In Xuzhou City

In December 2017,Xuzhou City ranked first from the bottom 10 cities in the 74 major cities with relatively poor air quality reported by the Ministry of Environmental Protection.It is the only province in 2017 that has not completed the national "atmospheric ten" target task.Districts and cities have the lowest air quality in the province for three consecutive years,and the situation of air pollution prevention is extremely severe.The Xuzhou Municipal Party Committee and the Municipal Government attach great importance to the work of air pollution control and have implemented new mechanisms and measures such as administrative control,regulatory restrictions,economic incentives and public education,but most of the measures are implemented by government coercion and air quality is improved It is also very easy to cause social risks and increase social instability.At present,the main problems in the air pollution control of Xuzhou City are the three characteristics of the environmental management system being fragmented,the imbalanced use of air pollution control policy tools,and certain social risks in air pollution control.The reasons for these problems are that it is difficult to balance the interests of all parties in regional collaborative governance,the pressure on government performance evaluation indicators,and the weak awareness of the risks of air pollution control.It is suggested to carry out governance from three aspects: establishing a collaborative governance mechanism for air pollution in the Huaihai Economic Zone,optimizing a multi-system of policy tools for air pollution control,and improving the social risk prevention mechanism for air pollution control.
