| Green Development has become the main trend of global economic operation.The traditional mode of industrialization and urbanization depends on the disorderly development of land and space,which leads to negative externality to land and space while people pursue economic growth,and causes more and more serious ecological environment problems.It is urgent to optimize the pattern of land and space development,speed up the construction of ecological civilization and promote green development.To this end,developed countries are reinventing their green economies with new technological revolutions.In October 2020,the Fifth Plenary Session of the 19 th Central Committee of the Communist Party of China proposed the goal of building Ecological Civilization in China during the 14 th Five-Year Plan period,saying that the pattern of land and space development and protection has been optimized,the green transformation of production and lifestyle has achieved remarkable results,the allocation of energy resources has been more reasonable,the total amount of major pollutant emissions has been continuously reduced,and the ecological environment has continued to improve.The construction of ecological civilization relies on the protection and efficient utilization of land and space,exerts the dual power of having an effective market for the government and controls the boundary expansion and green utilization of urban space by means of governance,which is the key for regional green development.In the past,the governance measures achieving green development usually focused on single areas such as energy conservation,ecological restoration and environmental regulation,which separated the systematicness of urban space utilization.In this paper,the trinity paradigm of Resources-Ecology-Environment is established,and a new cross-border urban spatial governance model of “Promising Government+Effective Market” is explored from three dimensions of resource control,ecological restoration and environmental regulation,and the mechanism and effect of urban spatial governance to achieve regional economic green development under the vision of ecological civilization are studied,trying to provide a feasible path for balancing regional green development and urban spatial utilization.The main achievements are as follows:Firstly,this paper defines the objective attributes of urban space from the aspects of material bearing,social economy and connectivity extensibility,and deduces that urban space governance has four connotations: subject pluralism,object multiplicity,mode integration and target focus.Urban spatial governance in the perspective of ecological civilization should be to coordinate the relationship among government,market and the public,which indicates covering the relationship among resources,ecology and environment as well as comprehensive system focusing on green development goals.This paper defines the content of urban spatial governance and evaluates the governance intensity from three aspects which include resource utilization control,ecological function restoration and environmental pollution regulation.Secondly,from the three dimensions of direct action path,intermediary transmission path and collaborative association path,this paper puts forward the theoretical framework and research hypothesis of the impact of urban spatial governance on the efficiency of green economy from the perspective of ecological civilization.The direct action path mainly includes that urban spatial governance has resource intensive effect,factor replacement effect,pollution reduction effect and green transformation effect on green economic efficiency.The transmission path mainly refers to the fact that urban spatial governance can effectively force the upgrading of local industrial structure,and then enhance the efficiency of green economy.Urban spatial governance has spillover effect,which inhibits the upgrading of industrial structure in neighboring areas through the industrial transfer of backward production capacity,and drives the upgrading and transformation of neighboring areas by the new kinetic energy of green transformation,thus affecting the green economic efficiency of neighboring areas.The collaborative path mainly proposes two modes,the horizontal way and the vertical one.Under the vertical governance structure,the negative externality of governance is not conducive to the promotion of regional overall green economic efficiency.Thirdly,it makes an empirical analysis on the urban spatial governance intensity and urban green economic efficiency of Beijing-Tianjin-Hebei Area.It was found that the urban spatial governance intensity of 30 cities showed a U-shaped trend of first decreasing and then increasing,forming a multi-layer “core-periphery” pattern with Beijing,Tianjin,Shijiazhuang,Hanji,Zhengzi and other high administrative levels or economically important areas as the core,with a large internal gap.The efficiency of urban green economy presents a pattern of overall increasing and high in the east and south-low in the west and north.Fourthly,the spatial Dubin model is used to verify the U-shaped relationship between urban spatial governance and green economic efficiency.On the left side of inflection point,urban spatial governance has shown a certain inhibitory effect on green economic efficiency.On the right side of inflection point,urban spatial governance plays a positive role in stimulating the efficiency of green economy.The inflection point value is 0.4620.That is,when the intensity of urban spatial governance reaches the inflection point,the efficiency of green economy changes from negative inhibition effect to positive stimulation effect.From the average level,the intensity or performance of resource recycling,ecological function restoration and environmental pollution regulation should be close to 50%,so as to truly play the role of urban spatial governance in promoting the efficiency of green economy.Fifthly,the intermediary mechanism of urban spatial governance-industrial structure upgrading-green economic efficiency is verified by using the spatial intermediary effect model.In the result of spatial mediation effect,the coefficients of primary and secondary terms of urban spatial governance and its spatial lag are significantly negative and positive at the level of 1%.It shows that the urban spatial governance has a “U” effect on the upgrading of industrial structure,and then presents a “U” effect on the efficiency of green economy.The intermediary effect of the upgrading of industrial structure on the efficiency of green economy in urban spatial governance has been demonstrated,while the same “U” effect between local and neighboring areas shows that urban spatial governance can have both direct and spatial spillover effect,which verifies the Porter Hypothesis and Pollution Shelter Hypothesis to some extent.Sixthly,SNA-QAP analysis is used to verify the hypothesis that multi-center collaborative governance structure can promote the overall improvement of regional green economy efficiency.To begin with,the hypothesis that the association structure of multi-center urban spatial governance network can improve the efficiency of regional green economy is demonstrated,and then it is found that the higher the collaborative linkage level of urban spatial governance,the more it can improve the efficiency of regional green economy.The enlightenment is that we should not only rely on the autonomy of each spatial unit to improve the efficiency of regional green economy,but it is very necessary to implement the coordinated management of urban space across administrative units in Beijing,Tianjin and Hebei and its surrounding areas.By improving the governance intensity,improving the linkage level of urban spatial collaborative governance and constructing the multi-center governance network association structure,we can avoid the negative externalities of governance,give play to the spillover effect of green kinetic energy,and enhance the efficiency of regional green economy.In addition,it is necessary to speed up the flow of high-skilled elements such as human capital and informatization in different places,and attach importance to exploring the supporting role of new urbanization,consumption,investment and education in green transformation.The marginal contribution of this paper lies in: Firstly,the theoretical framework of constructing the spatial governance system with Chinese characteristics to promote the green transformation of urban economy has theoretical innovation value.Based on the strategic background of ecological civilization,this paper tries to put forward a spatial governance system with Chinese characteristics that coordinates “Government,Enterprise,Public and Resources,Ecological Environment”,and explains its mechanism of supporting the green development of urban economy,so as to make up for the deficiency while the western traditional economic growth theory only focuses on the market mechanism.Secondly,the connotation and internal logical relationship of urban spatial governance under the vision of ecological civilization are expounded from four aspects: governance subject,governance object,governance means and governance goal.Besides,the evaluation index system of urban spatial governance intensity based on three governance dimensions of resource utilization control,ecological function restoration and environmental pollution regulation is deduced,which contributes to theoretical innovation.Thirdly,it has studied the mechanism of urban spatial governance on green economic efficiency from three aspects: direct action,intermediary transmission and synergy,and makes overall plans for the scientific connotation of the trinity of resource(land)utilization-ecological security-environmental regulation(systematic spatial utilization),thus avoiding the one-sidedness of Green Land Utilization Efficiency,Green Ecological Space,Environmental Regulation and Green Economic Efficiency in the past.The theory is more perfect and the error of model design is weaker.Finally,the spatial mediation model and social network analysis are applied to the study of urban economic problems.From the perspective of governance network,the influence mechanism of network association structure on regional green economic efficiency is studied and new ideas are proposed for regional collaborative governance,which is more novel and scientific. |
