Study On Rural Ecological Environment Security Governance From A Multi-center Perspective

With the tilt of the country on rural areas in terms of capital and policies,the rural economy has developed rapidly.However,the rural development process is too eager for quick success and instant benefit,it ignores “lucid waters and lush mountains are invaluable assets” and blindly pursues economic development,leading to rapid rural ecological environment deterioration.The random accumulation of rural household garbage,the random discharge of rural domestic sewage,the decentralized breeding mode of livestock and poultry husbandry,the non-point source pollution caused by agricultural production,and the extensive business development of enterprises have aggravated the pressure on the rural ecological environment,resulting in the imbalance between ecological environment and economic development,and then threatens the sustainable development of the village and deviates from the ecologically livable rural construction target.How to solve the problem of ecological and environmental safety,restore the ability of self-recovery of the ecological environment,guarantee the safety of human-habited ecological environment,and maintain the sustainable development of the village economy have become the current problems.How to effectively manage rural ecological and environmental security issues has become the focus of this study.The research refers to the relevant research results at home and abroad,compares and analyzes the defects found in the single governance model,and clarifies the practical significance of multi-center governance theory to solve the current rural ecological and environmental security issues.Through the visit,it was found that the ecological environment needed for the overall survival and development of M village is in a sub-healthy state.The residents’ lives produce a large amount of domestic garbage and domestic sewage is not effectively treated.The problem of non-point source pollution caused by agricultural production cannot be reasonably resolved.The phenomenon of companies pursuing economic benefits while ignoring environmental benefits has yet to be taken seriously.Behind these situations,there are the following four problems: The legal system of the ecological environment and environmental protection governance in M village is not perfect,the residents’ awareness of rural ecological and environmental safety is insufficient,the ecological environment and security governance are lack of effective supervision,and the funds for the ecological environment security governance are lacking.The reasons behind this problem are due to the lack of systematic planning for the management of ecological environment security,the weakening of the ownership awareness of rural residents,the weak supervision of rural grassroots organizations,and the excessive pursuit of economic benefits by enterprises.Relying solely on the strength of the government can not be completed to cure a series of problems in rural ecological and environmental security,therefore it should play the leading role of the government in the construction of ecological environment safety,and mobilize the participation of rural residents in the construction of ecological environment security,strengthen the supervision of rural grass-roots organizations on the construction of eco-environmental security,and establish a mechanism for the early warning and restoration of ecological environment security based on the market.From the perspective of diversified governance,the government should take the lead,give play to the active role of the market,grassroots self-government organizations and the people,ensure the safety of rural ecological environment,and build a better new socialist countryside.
