Research On The Improvement Of Ecological Management Ability Of Gannan Prefecture Government From The Perspective Of Ecological Civilization Construction

The Fifth Plenary Session of the 18 th Central Committee of the Communist Party of China emphasized that "in order to achieve the development goals of the '13th Five-Year Plan'period,to solve development problems,and to cultivate development advantages,we must firmly establish and practically implement the development concepts of innovation,coordination,green,openness,and sharing." These five development concepts reflect the development ideas,development direction and development focus of China in a certain period of time in the future.Gannan Tibetan Autonomous Prefecture is one of the ten Tibetan autonomous Prefectures in China.It is located in the junction of Gansu,Qinghai and Sichuan provinces in the transition between the Qinghai-Tibet Plateau and the Loess Plateau.Gannan is an important water source recharge area of the Yellow River and the birthplace of important tributaries of the Yangtze River.It can supplement 45% of the water in the upper reaches of the Yellow River,and therefore is known as the“Yellow River Kidney”and“Chinese Water Tower”.The grassland area is 40.84 million mu,of which an area of 38.43 million mu is available.It is a natural pasture with very high carrying capacity and a large grazing-resistant comparing with other pastures in Gansu province and even the Qinghai-Tibet Plateau.Hereby,it has the reputation of Asia No.1 natural pasture.Ganan is also one of the nine biggest forest areas in China,with a total area of 25,805,100 Mu,accounting for 30% of the total forest resources of Gansu province.In the territory,there are nearly 418,200 hectares of wetland including China's unique plateau peat swamp-type wetland,with Maqu wetland and Luqu Gahai wetland as the representatives which are the best preserved and ecologically perfect wetlands in the world.The special geographical location and important ecological functions determine the unique position of Gannan Prefecture to strengthen ecological civilization construction and to build a national ecological security barrier.In March 2019,the National "Two Conferences" were held.General Secretary Xi Jinping participated in the Gansu delegation's deliberation and delivered an important speech.He gave ardent hopes to Gansu's task of getting rid of poverty.General nSecretary Xi emphasized that ecological and poverty alleviation must be accomplished as the bottom line task.Gannan belongs to the “three states and three districts ” national deep poverty areas and has unique ecological advantages.Studying the ecological management capacity of the Gannan Prefecture Government hasvaluable practical and theoretical significance.Since 2015,Gannan PrefectureCommittee and Prefecture Government have vigorously developed ecological civilization construction and launched a “No garbage in the whole area”environmental sanitation comprehensive management action.In the past three years,it has not only launched the brand of “No garbage area demonstration zone”,but also led the farmers and herdsmen to change the original lifestyle of the traditional water-based grassland,builtecological and civilized Xiaokang Villages,and createda series of projects,such as“herdsman stay”,“Tibetan stay” and “agritainment”,which are in order to cast off poverty and set out on a road to prosperity.All these actions have brought earth-shaking changes to the economical and social developmentof Gannan.This paper uses literature research method,empirical analysis method and case analysis method to analyze the ecological management capacity of Gannan Prefecture Government.The first part is the introduction,which mainly expounds the research background and significance,and sorts out relevant domestic and foreign research literature.The first chapter summarizes the key words and related theories such as ecological civilization and green development.The second chapter expounds the construction ofevaluation indicators of ecological civilization governance ability;the indicators include objective and subjective aspects.The third chapter organizes and calculates the data and weight of each indicator according to the statistical data of Gannan Prefecture ecological governance,and analyzes the status quo of ecological civilization governance in Gannan Prefecture with Diqing Prefecture as the comparison object.The forth chapter summarizes the existing problems and shortcomings of Gannan Prefecture Government's ecological governance capacity.The fifth chapter proposes countermeasures to improve the ecological governance ability according to the existing problems.The last part is the conclusion.
