The development of the innovation in NEV industry is an important starting point to promote the overall layout of the ‘corner overtaking’ and ecological civilization construction of auto industry in China.Despite the recent rapid growth in China’s NEV industry,it is still a long way to go in the development of innovation.The dilemma between the externality of the NEV industry and an insufficient market demand makes NEV companies,the major contributor of technological innovation,in desperate need of both the ‘push’ of industrial policies as well as the ‘pull’ of market demand to improve their technological innovation level.Considering the limits and limitedness in NEV industrial policies and markets,it is necessary to explore the promoting mechanism and its effect of technological innovation of NEV companies from the perspectives of policy-push and market-pull in order to optimize the NEV industrial policies and market of NEV,as well as the policy-market coordination.This dissertation provides a theoretical basis and decision-making reference for the development of innovation in NEV industry.This dissertation sorted China’s NEV industrial policies and the development of the NEV market.NEV industrial policies are divided as‘support’ policies and ‘threshold’ policies according to their functions.The market of NEV is divided into three categories: “government procurement”,“commercial operation” and “private purchase” according to the entity of purchase.On this basis,from the two-dimensional perspective of policy-push and market-pull,the multi-Stage difference-in-difference method was applied to analyze the effect on technology innovation mechanism of ‘support’ policies and ‘threshold’policies,and the regulatory effect of government-business relations.Then,a propensity score matching method was adopted to compare the effects and mechanisms of market-pull for these three categories,as well as the regulatory effect of vertical integration on promoting technological innovation.Finally,a panel vector autoregressive model and a threshold effect model were used to analyze and verify the interaction characteristics of policy-push and market-pull and how to optimize the coordinative matching between the two forces under different conditions.According to our research,in the dimension of policy-push,the innovation promotion effects of ‘support’ and ‘threshold’ policies vary in different stages and regions.As for innovation promoting mechanisms,‘support’ policies apply incentive effect,while ‘threshold’ policies rely on reverse force effect.The degrees of government-business relations can exert different impacts on the effect and mechanism of policy-push.In the dimension of market-pull,the innovation promoting effects of government procurement,commercial operation and private purchase for NEVs in different stages and regions are different.The pulling mechanisms of innovation between the three markets are also different,where government procurement through signal effect,commercial operation through competition effect and private purchase through agglomeration effect.The interaction between policy-push and market-pull and the optimal coordinative matching between the two forces are also different in different stages and regions.The innovation and main contributions of this dissertation are as follows: i.widened the criteria and methods for categorizing NEV industrial policies and market.ii.systematically constructed the theoretical analysis framework of the technological innovation promoting mechanism of Chinese NEV companies from the three dimensions of innovation in industrial policy-push,market-pull as well as policy-market coordination.iii.provided targeted advice for reference for the optimization of China’s NEV industrial policies in the future,the optimization and cultivation of the NEV market as well as the building of the "two-wheel drive" system for the development of innovation in China’s NEV industry.
