| In 2013,General Secretary Xi Jinping proposed the cooperation initiative of building" the Silk Road Economic Belt and the 21st-Century Maritime Silk Road"(referred to as "the Belt and Road"),which is a great practice to build a human community with a shared future.As an important content and platform for the implementation of ―the Belt and Road",the overseas cooperative industrial parks are developing rapidly in the world.However,from the perspective of the development of overseas cooperative industrial parks,many host countries lack experience in industrial park development,and the relevant norms and management measures are incomplete,which cannot provide strong technical support and guarantee for the planning of overseas cooperative industrial parks.China has made great achievements in the development of industrial parks for more than 40 years,and has formed a perfect technical system of park planning and effective standards of park planning.However,the differences in institutional system,natural environment,economic development and social culture of the host countries make the Chinese park planning standards unable to guide the planning of overseas cooperative parks.Therefore,how to efficiently collaborate with local partners is a key issue in the development of overseas cooperative industrial parks.At present,although China’s urban and rural planning technical standards have been in line with international standards for many years,there is still a certain gap in the degree of international dissemination compared with other engineering and construction standards such as transportation and civil construction.Under the trend of global governance system restructuring and domestic and international standardization innovation development,the international dissemination of Chinese planning technical standards is in an important opportunity period.Therefore,in order to address the challenges associated with the application and transformation of China’s planning standards in overseas cooperative industrial parks,an in-depth analysis of the knowledge,benefits,and competitive attributes of these standards and their dissemination in these parks is presented in this paper.Research models of urban and rural planning,sociology,and communication studies are combined and supplemented by the introduction of the media theory,knowledge flow theory,and Actor-Network Theory.The resulting framework constructs the "selection-transformation" theory of the application of Chinese planning standards in overseas cooperative industrial parks,which aims to study the characteristics,mechanisms,and influencing factors of the application of these standards in overseas cooperative industrial parks.The strategies that can be utilized to enhance the application and transformation of Chinese standards in overseas parks are explored,and valuable ideas and references are provided to support the planning standards of China in going beyond its borders and aligning with the "The Belt and Road Initiative(B&R)" to promote the development of high-quality planning that is adaptable to local needs and the synergistic development of equity and efficiency in cooperation.Ninety-six cases of planning practices in overseas parks are drawn upon,and GIS-based spatial analysis,Citespace-based bibliometric analysis,SPSS-based statistical analysis,and ROSTCM-based text analysis are used,combined with in-depth interviews and questionnaires,utilizing a combination of small data and big data for empirical interpretation.The elements influencing the application of planning standards are clarified,and their mechanisms are verified through big data,and the application patterns of different actor-led Chinese planning standards in overseas parks are discussed in the context of detailed analysis of case parks.The main contents and conclusions of the research are as follows:In the first and second chapters,the origin of the study is discussed,and a theoretical model for the selection and transformation of technical standards in planning overseas parks has been developed.Chapter 1 analyzes the background of the study,defines the relevant concepts,presents the purpose,significance,and method of the research,and composes a review of relevant domestic and foreign studies.Chapter 2 discussed the advantages and shortcomings of the "network model," "mobility model," and "cultural model." This part constructs a "two-stage" theoretical analysis framework by combining the three basic theories of media theory,knowledge flow theory,and actor theory.The dissemination of technical standards of overseas parks is proposed to be divided into three stages: the formation stage of "knowledge creation," the selection stage of "knowledge acquisition-absorption," and the transformation stage of "knowledge innovation." The actors involved in the application of planning standards are categorized into two types of human actors,i.e.,disseminators and receivers,and four types of actant(medium environment),i.e.,technical environment,practical environment,built environment,and public environment,which are diffused one by one.The paper provides a theoretical and logical analysis to explain the application behavior of the technical standards of overseas park planning.In Chapter 3&4,the dissemination origin,process,and results of Chinese park planning standards applied in overseas cooperative industrial parks are studied and analyzed by means of data analysis.The paper reviews the formation and international expansion of China’s park planning standard system,compares it with other similar standards,and explores the origins of China’s park standards applied abroad.In addition,it reveals the geographical,content,and application characteristics of China’s park planning standards in overseas cooperative industrial parks under different cooperation modes.The study also explains the five factors that influence the application of China’s park planning standards in overseas parks within the context of the "selection-transformation" theoretical model.By analyzing a large sample of cases,the paper derives the related factors and their strong and weak relationships.Moreover,the dissemination mechanism of China’s planning standards in overseas parks is discussed in four stages,namely pre-preparation,compilation,approval,and implementation,taking into account the needs and purposes of the actors involved.In Chapter 5,an empirical analysis was conducted to examine the selection and transformation of planning standards in overseas parks using specific cases.The Chinese park planning standards applied in overseas cooperative industrial parks were classified into different types based on the perspective of core actors.Three types of cases,i.e.,planning commissioner-led,planning compiler-led,and planning approver-led are selected,to empirically analyze the mechanisms of Chinese standards selection and transformation in different modes.The study analyzed the characteristics of each element in the cases,examined the formation of actor networks,and investigated the methods used for core actor recruitment and mobilization.Furthermore,the transformation effects of these methods were discussed.In Chapter 6,based on three key aspects,namely dissemination source,dissemination process,and dissemination environment of park planning standards,this study proposes a series of path and guidance strategies for promoting the application of Chinese park planning standards in overseas cooperative parks.By combining theoretical construction and empirical analysis of the selection and transformation of technical standards for overseas park planning,the study outlines the following strategies in the context of overseas planning practice: firstly,proposing the optimization direction of domestic park planning standards in terms of dissemination sources;secondly,proposing action strategies for planning commissioners and planning preparers in different planning stages and introducing the "six-step method" for the selection and transformation of planning standards in terms of dissemination process;and thirdly,classifying countries in which parks are located from the perspective of technical environment and proposing strategies and methods to integrate into the technical environment of host countries and promote the application of Chinese planning standards in overseas parks in terms of dissemination environment.Chapter 7 is the conclusion section,which distills the research conclusions,innovations,and further research perspectives. |
