Research On The Implementation Evaluation Of The Planning Of China's Overseas Industrial Parks

The implementation of the “Belt & Road Initiative” has promoted the vigorous development of China's overseas industrial parks.The implementation evaluation of the planning of China's overseas industrial parks is not only an important way to grasp the development progress of overseas industrial parks,but also to improve the technical system of overseas industrial parks planning,under the background of increasing number,continuous construction of parks and increasing number of enterprises entering the parks.Reviewing the research and practice of the planning implementation evaluation of industrial parks at home and abroad,there has been a relatively systematic theoretical result in the field of planning implementation evaluation of industrial parks,which has a high reference value for the planning implementation evaluation of China's overseas industrial parks.As an overseas promotion of China's industrial park model,the planning implementation evaluation of China's overseas industrial park needs to refer to existing research,and consider the special characteristics of overseas industrial parks as well,such as the difference in the development environment and planning policies of the host countries.This research sorts out the spatial distribution and industrial development characteristics of China's overseas industrial parks along the “Belt and Road” area,summarizes the planning practices of 23 national-level overseas industrial parks from the perspectives of planning types,planning prepared institutes & planning management,and reviews the progress of planning implementation evaluation of overseas industrial parks constructed in the early stage.Overall,the planning system for China's overseas industrial parks has been continuously improved,the planning implementation evaluation has rarely been carried out.How to carry out the planning implementation evaluation is still an urgent issue to be studied.Drawing on the classical theory of planning evaluation,planning implementation evaluation at home and abroad(rational planning and interaction planning,social impact assessment theory,“flying geese model” in overseas industrial parks,etc.),combined with the development trend of overseas industrial parks,the research proposed that the planning implementation evaluation of China's overseas industrial park should be carried out mainly from five aspects,including implementation environment evaluation,implementation process evaluation,implementation effectiveness evaluation,planning work and result evaluation,and sustainable development goal evaluation.Meanwhile,the research takes the master planning of overseas industrial parks as a sample,and builds a four-level evaluation index system based on “evaluation dimension-evaluation level-evaluation factor-evaluation index”.The combination of qualitative and quantitative methods was proposed to be used to measure the implementation of the master planning of overseas industrial parks and the impact of relevant factors on the implementation of the plan.The research uses AHP Method and Delphi Method to calculate the weights of various indicators in the multi-level evaluation index system.In the empirical part,this research takes the Ethiopian Eastern Industrial Zone(EIZ)as the evaluation sample,analyzes the implementation environment,implementation process,implementation effect and the quality of work and results of the 2011 edition planning of EIZ in detail,and fully consider the requirements of sustainable development,based on the theoretical framework of the overseas industrial park planning implementation evaluation and the master planning implementation evaluation index system.The evaluation result of the first phase of EIZ is generally excellent,but it still faces more development problems and challenges.The empirical part also verifies that the theoretical framework of the overseas industrial park planning implementation evaluation and the master planning implementation evaluation index system have good operability.Facing the future,this research proposed recommendations on the sustainable development of EIZ: first,promote high-level cooperation and coordination mechanism between countries;second,improve risk prevention and response mechanisms;third,optimize the development support system of the park;fourth,improve the implementability of park planning.Based on the current situation of planning practice of China's overseas industrial parks and the implementation evaluation results of the planning of EIZ,the research proposed suggestions for improving the scientific,applicability,practicality and implementability of the planning of China's overseas industrial parks.First,strengthen the research on the development & planning of China's overseas industrial parks and promote the introduction of relevant standards;second,deepen the study of the host country and region where the park is located,to reflect the local suitability of the planning;third,the planning prepared institutes should strengthen exchanges and consultations with various participants of the park;fourth,focus on the uncertainty of planning implementation and the development & construction mode of the park,and rationally prepare the implementation plan;fifth,strengthen the dynamic tracking and evaluation of the implementation of planning of overseas industrial parks.
