Study On Integrated Development Of Reclamation Area And Local Area In Heilongjiang Province

Heilongjiang reclamation area is a special economic and social area gradually formed with the development of the Northern Wilderness and the implementation of the socialist modernization strategy of agriculture in China.It plays an important role in ensuring national food security and food supply.The reclamation area is "embedded" into local area in space,forming a situation where two major productions and living systems coexist in the same region.The difference between the two led to the dual differentiation,resulting in many problems of coordinated development,but at the same time,it also prompts both sides to maintain countless connections in various aspects.At present,regional integration development is in the ascendant.The Guiding Opinions on Further Promoting the Reform of Reclamation area issued by the CPC Central Committee and the State Council also put forward the strategic requirements of strengthening cooperation and realizing integration of reclamation and local area,providing a good opportunity for the integration development of reclamation and local area.Based on the theoretical connotation of integration,research results and practical experience at home and abroad,this article identifies the prerequisites,conditions,and main issues of reclamation and local area integration based on a clear understanding of the current development situation and characteristics;Quantifying the level of integrated development and classifying its types;Explore the driving forces for integration development of different types,and analyze the driving mechanism of each driving force;Based on the type characteristics and dominant driving forces of various types of integration,combined with the integration objectives,the paper identifies typical models of integration development;Finally,the implementation path and strategy of each integration development mode are proposed.The full paper follows the idea of "theoretical cognition-current situation and conditions-measurement and analysis-mechanisms and models-paths and strategies" to conduct research."Theoretical Cognition"-Analyze the content and methods of existing research through a review of relevant research on integration development at home and abroad.Follow the research paradigm of "posing problems-analyzing problems-solving problems" to construct a research framework for the integration development of reclamation and local area in Heilongjiang Province.Analyze the connotation and supporting role of relevant theories,comb domestic and foreign practical experience and inspiration,determine the research technology route and method composition,and build the research foundation of the paper."Current situation and conditions"-Discusses the overall situation of reclamation and local areas in Heilongjiang Province from the perspective of their formation process,composition,distribution,and overall development status,analyzes the current characteristics of reclamation areas from aspects such as economic and industrial development,management and social organization,space and facility construction,and summarizes the overall characteristics of reclamation and local areas development.It is found that reclamation differences are widespread,and the interaction and correlation are weak during the coexistence and symbiosis development process,and highlight the trend and demands of integration development.Analyze the opportunities and challenges of integration development from both favorable and unfavorable conditions,then propose the main issues of reclamation and local area integration development,and clarify the possibility,necessity,and urgency of integration development of reclamation and local areas."Measurement and Analysis"-Combining the theoretical connotation of integration with the actual situation of reclamation and local areas in Heilongjiang Province,constructing a measurement indicator system containing 29 indicators from three dimensions of space,economy,and society,and using the analytic hierarchy process to quantify the level of integration development.Using techniques such as Arc GIS spatial analysis 、 coupling coordination model and gray correlation analysis,analyze the spatial distribution characteristics of the fusion development level,the coupling coordination degree of each element fusion development,and the contribution of measurement indicators to the measurement results.Based on the measurement results,systematic cluster analysis is used to classify types of reclamation and local areas,providing a typology basis for the selection of integrated development models."Mechanisms and Modes"-Using factor analysis to determine the driving forces for the integration of reclamation and local areas in Heilongjiang Province,and using principal component regression analysis to determine the dominant driving forces for the integration of various types.Analyze the action mechanism of each driving force,construct the overall operational framework of the driving mechanisms,and clarify the promotion and constraints of the integration development of reclamation and local areas.Under the guidance of integration development goals,based on type characteristics and the dominant driving mechanisms,differentiated models for effectively guiding the integration development of reclamation and local areas are proposed."Paths and Strategies"-Based on the differences in patterns,construct implementation paths and priority strategies for each pattern,and propose implementation strategy sets for each pattern from three dimensions: spatial,economic,and social,providing action guidance for the integration development of reclamation and local areas.The study found that reclamation area and local area have the premise and conditions for integration development,and there are major problems such as lack of scientific and systematic judgment of integration degree,unclear dynamic factors and internal mechanism of integration,inefficient in operation of integration modes and implementation paths,etc;The overall level of integrated development of reclamation area and local area is relatively low.Based on the measurement results,the types of integration can be divided into three typical types: spatial dominant,social dominant,and industrial dominant;The integration development of reclamation area and local area is driven by institutional and policy regulation,productivity gradient and market integration,differences in interests and coordination of social factors,and regional facility construction support and balanced supply.The spatial dominant type is driven by institutional and policy supply,while the social dominant type is driven by differences in interests and synergy of social factors,while the industrial dominant type is driven by productivity gradients and market integration.Subsequently,three differentiation modes were proposed: the mode of leading by interactive zones of reclamation area and local area,the mode of interacting with social units in towns,and the mode of integrating advantageous industries;Propose a multi-level integration demonstration zone driving path and policy regulation strategy for the mode of leading by interactive zones of reclamation area and local area.Propose the integration path and social collaboration strategy for the mode of interacting with social units in towns.Propose The path of coordinating and complementing advantageous industries and the strategy of industry city interaction for the mode of integrating advantageous industries.This paper is a study conducted under the background of the the national proposal for regional integration strategy and further promotion of agricultural reclamation reform.It can provide guidance and reference for the reshaping of new relationships of reclamation and local area and the implementation of macro policies for reclamation and local area integration development,and provide theoretical and technical support for the ongoing compilation of reclamation area and local area integration spatial planning.The research results are conducive to promoting the process of integration development of reclamation and local area and giving full play to the role of reclamation areas in implementing rural revitalization,providing decision-making support for the management departments at different levels of management departments to formulate policies for integration development of reclamation area and local area.Research results of this paper also providing reference for research and practice on integration development of reclamation area and local area in other provinces and regions in China.
