Forest resources are important means of production of China's development.China has always attached great importance to the construction of forest resources and the reform of forestry has also been explored.China's collective forestry construction has achieved major developments since China's comprehensive reform of collective forest rights system in 2008.The forest tenure issue is the main task of the reform of the collective forest tenure system,which is also the most important research of many agricultural and forestry economic scholars.At present,the scholars' research on forest tenure focuses on the forest tenure transfer and the forest right exchange.The research on the forest right circulation mainly focuses on the empirical research on the meaning of forest right circulation and the willingness and behavior of the forest right circulation.The research on the forest right exchange is mainly the qualitative analysis of the nature and the weakness of platform qualitative analysis,while the research of the transaction status of the forestry property rights exchange and transaction quality is rare.Studying the status of intra-plant trade in forest rights plays an important role in promoting the further development of the forest land circulation market.Therefore,the research on the status and the influencing factors of the amount of money of the transaction in the reformed forest rights exchange is a topic that has both theoretical value and practical significance.First of all,this paper chooses the economies of scale theory and transaction cost theory to build a thesis analysis framework and selects several forest rights exchanges in China that have comparatively large official trading volumes currently to analyze their unit properties,organizational framework,main functions,business scope and achievements so as to make a theoretical description of the function and positioning of the forestry rights exchange.Secondly,the article analyzes the status of transactions in the Southern Forestry Property Rights Exchange.Based on the 4755 successfully traded transaction data from the 2007 to 2017 announced on the official website of the Southern Forestry Property Rights Exchange,the development status of China's forestry property trading floor market is described from the five aspects: the amount and type of transactions,the types of ownership,the classification of forest rights,the area of circulation and the number of years of turnover from the forestry rights.Then,the research hypothesis is proposed based on the research results and the regression model of the forestry transaction amount in the market is established,conducting an empirical analysis on the main factors affecting the forestry transaction amount.At the end of this paper,a policy suggestion method to promote the circulation of forest rights was proposed on the basis of empirical research.Through research,it can be suggested that(1)the current traders in forestry property rights exchanges mainly deal in forestry rights,forestry-related services,and forestry production factors,from which forestry rights transactions are forest-based.(2)The total amount and amount of on-floor trading in the Southern Forestry Property Exchange show a trend of increasing first and then decreasing.In terms of ownership type,the main objects of the floor trading are state-owned and collective-owned forest resources,and the number of private owned forest resources transactions private ownership has been in place since 2012.Before 2014,the auction was the main transaction method,while the auction transfer has become the main transaction method since 2014.In the type of forest rights of on-floor trading,the main part involved in the transaction was the ownership of forest trees;there was a phenomenon that the transaction area was small and the circulation period was short.(3)Through empirical research on influencing factors of on-floor transaction value,it is found that among the three influencing factors of area,age,and volume,the transaction area has a greater impact on the transaction amount and the impact is relatively small for the use right of forest land;for the right of forest use,the volume has a greater impact on the transaction amount and the impact of the transaction area is relatively small.Finally,strategies and suggestions for promoting the circulation of forest rights is put forward,including improving the construction of forestry circulation system,accelerating the construction of forestry property rights trading market,increasing policy publicity forest to raise farmers' understanding of the forest right circulation,strengthening the government's assistance in supervision and promoting forestry production to have scale operations.
