Study On The Movement For New Political Consultative Conference In The View Of Deliberative Democracy Theory

The Movement for New Political Consultative Conference refers to the consultative nation founding movement launched by the Communist Party of China and all democratic parties,people’s organizations and non party democrats to convene a new political consultative conference and establish a democratic coalition government since the Communist Party of China issued the"May Day slogan"on April 30^th,1948.In the view of Deliberative Democracy Theory,the Movement for New Political Consultative Conference is a successful practice of deliberative democracy.It completed the nation founding democratically,established the basic framework of China’s deliberative democracy theory,constructed the basic pattern of China’s deliberative democracy system,and explained the endogeneity of China’s deliberative democracy from practice to theory and system.At present,the academic research on the Movement for New Political Consultative Conference is still dominated by historical research.The research on the Movement for New Political Consultative Conference in the view of consultative democracy needs to be further systematic and in-depth.The research in this view can not only broaden the Political Consultative Conference,this dissertation studies the development stages and consultation process of the Movement for New Political Consultative Conference in the view of consultative democracy,analyzes the elements,characteristics and values of consultative democracy in the Movement for New Political Consultative Conference,and then summarizes the historical significance and experience enlightenment for China’s consultative democracy theory and system construction.Through the analysis of the consultative practice of the Movement for New Political Consultative Conference,this dissertation strives to reveal the endogeneity and vitality of consultative democracy,and summarizes the valuable experience in the development of China’s consultative democracy so as to promote the extensive,multi-level and institutionalized development of consultative democracy in the new era.From the release of"May Day slogan",the arrival of democrats in these liberated areas to the formation of the first basic consensus document,the Movement for New Political Consultative Conference has possessed the basic elements of consultative democracy at the launching stage.These are the proposal and determination of negotiation objectives,the initial formation of negotiation subjects and the generally confirms of negotiation procedures and contents.During this period,the democratic parties and democrats played an important role and accepted the leadership of the Communist Party of China,the Communist Party of China established a long-term cooperative relationship with the democratic parties,which marks the initial formation of the multi-party cooperation and political consultation pattern led by the Communist Party of China.In the period of the Preparatory Meeting
