Muslim World League(MWL)is the biggest Islamic non-governmental organization in the Islamic world.There are many affiliated organizations and overseas institutions under it’s umbrella structure system.As an Islamic International organization which is deeply embedded into the Islamic culture context,MWL has its unique characteristics.MWL has a strong political motivation.Although it has always claimed its position as a non-governmental organization,in fact it is an important institution serving the national interests of Saudi Arabia,which has controlled MWL at all levels of the organization,and the MWL provides full legitimacy for the regime and its policies and actions.This directly caused MWL unable to maintain a neutral position,and reduces the credibility of the organization.MWL emphasis on expanding its influence in nonarab/Islamic countries and regions,especially in Europe and Africa,and has established relevant institutions in many overseas countries or has taken control of the main local mosques.While providing domestic services to the local Muslim community,it carried out some external activities.However,the influence of MWL is limited.Development aid is the key activity area of MWL,which is a unique force in the international development aid field,because of its strong financial strength,extensively covered network and unique Islamic activities.MWL’s behavioral logic and selection preferences have also been deeply influenced by the Islamic factors especially when they have been provided by some governance resources.Meanwhile,the Islamic factors have also restricted the integration of MWL from the international mainstream development aid.MWL has become a special force in global governance based on various resources derived from the Islamic belief.MWL has participated in the governance of various global issues through various means,but the role is limited.Between the religion and the secular environment,the role of MWL in international affairs and global governance is dual.When Islamic factors has provided some advantages,it has caused some troubles.In recent years,MWL has carried out a large-scale reform to integrate into the mainstream mode of international organizations.But the strong religious characters and influence of Saudi Arabia have always been the most prominent labels of MWL.So the effects of the reform still need to be evaluated.
