| Among the fundamental objectives of international law are the principles of peaceful coexistence which implies the establishment of interstate relations.Changes in the world stage these recent decades have led to putting Africa at the center of global concerns in the context of those fundamental objectives.The states objective in these relations is to promote their mutual development through cooperation agreements.These agreements can be extend to all fields,including the field of natural resources.Agreements signed between states about the exploitation of the natural resources,are supposed to bring a concrete benefit to the states,owners of these natural resources.Being rich in natural resources,these states are supposed to use the fallout of these natural resources to finance their development;which makes the presence of partner states,such as France and China,interesting in the field of natural resources in the Central African Republic(CAR).France-CAR Relations and China-CAR Relations in the field of natural resources are part of bilateral commitments.These commitments effects vary depending on the type of relations that the CAR has established with each of these two states.The presence of these two countries in the CAR results in the accomplishment of actions that contribute to the development of the CAR.But some actions does not promote the emancipation of the population and the country in general.The impact of these two types of actions also varies according to each of these two partner states of the CAR.This article is based on a survey conducted in 2018 in the Central African Republic.It tends to compare the impact of traditional cooperation based on the balance of power with the impact of cooperation based on mutual benefits.This study uses the constructivist and the hypothetical-deductive approach.It notes that this non-identity of impact is due to strategic causes peculiarly to each of these two states.The development aid and the Francafrique system are the strategic causes for France,while China develops an ability to build relationships with its partners on a win-win basis.Beyond France and China,this article concern other states wishing to invest in the Central African Republic(also in all Africa countries).It invites them to adopt the principle of mutually beneficial cooperation in order to better participate in the development of a poor country. |
