In the early this 21st century, the era of globalization and free trade, no country can be entirely auto-sufficient. It must be attended and its main road to development goes through cooperation. That is the reason of choosing the topic "Analysis of Relations between the People's Republic of China and the Central African Republic in 21 century."The choice of this theme comes from the willingness to bear a deep reflection on the friendship and cooperation ties between the People's Republic of China and the Central African Republic. It is also important to analyze the benefits and disadvantages of such cooperation, and identify its prospects and future.That's why I raised the following reflection:what is the contribution of the People's Republic of China under global agreements and international law between the People's Republic of China and the Central African Republic? What are the problems and solutions that could improve this relationship? These are issues that have led to the choice of the topic.During the progress of this thesis, I opted for a three chapter plan. First it was "to make clear the development process of the relations between the two countries and under international law, then analyze the current state of relations between them according to the fixed targets in each area of the cooperation, finally, I have identified some opportunities followed by some suggestions to strengthen relations between these two friendly countries.In view of the development process of the relations between the two countries, as said, the starting point of the relationships date from April 13,1962 with the agreements establishing diplomatic cooperation. On November 5,1964, scarcely two years later there was a break in these relations. On May 8,1968 the two countries renew their relationship by agreeing new diplomatic representations. But a new suspension was unfortunately decided on April 23,1976 by Jean Bedel Bokassa's regime. In the 1980s, the relations have resumed, but with few achievements and it is in the early 1990s that they were again suspended to be resumed again in January 20,1998.We can say that these relationships take place within a legal framework that reflects the will of both parties'agreements signed between the two countries, the international instruments and forums around the relationship between China and the Central African Republic.The evolutionary study of Sino-Central African relations under international law allowed me to identify all international legal instruments since 1945 until today. First, starting with the United Nations Charter of 25 September 1945, the Bandung Conference 24 April 1955 involving developing countries (South-South), besides, there is the International Covenant on Civil Law and Policies concluded in New York December 16,1966 that encourages states to solidarity for sustainable peace. Article 1 b) "for their own ends, all peoples may freely dispose of their wealth and their resources without prejudice to any obligations arising from international economic cooperation based on the principle of mutual benefit, and the International Law. In no case may a people be deprived of its own means of subsistence." Also the resolution 2526 of 24 October 1970 of the United Nations General Assembly on the principle of International Law Concerning Friendly Relations and Cooperation among States in accordance with the Charter of the United Nation is the basis for relations between States. Finally, forums held both in Beijing and in Africa (2000,2003,2006,2009), allowed me to see through their final statements what has been achieved and what has not been done.The analysis of the current state of relations between the two countries, allowed me to treat the various achievements that were made in areas such as economic, technical, scientific and cultural. Checking out the achievements, I hitched up to a process that consists in seeing the political objectives set by the Chinese party, and the means implemented to achieve these goals. It is clear that in the economic field, several agreements and achievements have been made both in financial, agricultural and commercial whose goal was to help the Central African Republic's economy to be stable to meet his needs, then create small and medium enterprises to push the country's economy to be a market economy, and stimulate foreign trade of the Central African Republic to a higher financial return. Despite these achievements, these goals are still far from being reached.In terms of technique, the main objective of these accomplishments was to technically assist the staff to push Central African Republic citizen to be dynamic, competent and operational to the service their country. On the other hand, transfer of learning in technology to boost the Central African Republic citizen to get a good example, in the framework of mutual respect, complementary and benefit sharing.Thus, one can note a significant advance in this field in order to achieve these goals with the presence of Chinese personnel in medical and agricultural areas in Central African Republic.In science (education), much has been done to achieve its goal of reducing the rate, of illiteracy in Central African Republic especially in rural areas; allowing children to Elementary School in Central African Republic to study in normal conditions and to boost girls to be equal to boys. Finally, train students and Central African Republic staff to be competent. But all his achievements and his support is insufficient given the huge need for the Central African Republic on the one hand, and secondly the slow implementation of cooperation agreements.The part of the culture was also been taken into account in the analysis of the Sino-Central African Republic relations. The objective of those numerous achievements and agreements was first to disclose and highlight their crop through media and the promotion of Chinese language in the Central African Republic. Then, share these experiences with media. Finally facilitate information access of the Central African population to the world.The analysis of relations between the two countries has enabled us to see the prospects of relations between the two peoples. The Sino-Central African Republic relations because of its fairly important role in the development of the Central African Republic must in future focus on the outline traced by the Sino-African Forum to achieve the promotion and development of both countries.Thus, these guidelines are based on sustained commitments from the work of Sino-African Forum. This framework of negotiation and discussion allows Chinese authorities and the Central African to initiate new areas of intervention. Formulation suggestions are nothing but a cure to solve some of the problems listed in this thesis and strengthen the bonds of friendship that exist between people for the development of both countries and peace worldwide. Finally, it is a response to the problems evoked in each focal area as well as political level. Relations between the two countries should continue in a mutual spirit of win-win "for the welfare of both countries.
