Research On The Evaluation Of Public Service Capability Of Social Science Community In China

In recent years,with the steady progress of reformation which focuse on the decentralization and functional transformation in the administrative system,profound changes have taken place in social structure and interests pattern in our country.However,the withdrawal of public power left some blank space in public service which offer opportunity for social organizations to take part in the multiple governance.The steady progress of reformation has brought greater developing space for the growth and development of social organizations,and social development has also put forward new and higher requirements for the establishment and improvement of a multi-level and multi-channel public service system.Social science communities which carry out activities in the field of philosophy as academic type of social organization are new types of think tank with Chinese characteristics.The development and public service capability level of social science community matter the ideology security of our country,the prosperity and development of philosophical and social sciences and the overall situation of building modern socialist country with Chinese characteristics.In this context,as an important part of social science organizations,it is an urgent practical problem for social science communities to find a correct position and targetedly improve their ability of public service on the basis of scientific evaluation of their own survival and service ability.This paper takes the public service capacity of social science communities as the research object,and adopts in-depth interviews,questionnaires and other research methods to obtain relevant materials of domestic social science communities.On analysis of the public service capability system of the social science communities,the evaluation system of public service ability of social sciences community is constructed.Social sciences communities in Hubei province are chosen as samples.By using empirical methods to evaluate social sciences community public service ability,countermeasures to improve the public service ability of social sciences community are proposed according to the result of the empirical analysis research.This paper analyzes the basic theories related to the public service ability of social science communities,expounds the important basic theories such as the new public service theory,governance theory,market/government failure theory,and analyzes the reference function of these theories to the public service evaluation of social science communities.On research of the domestic social sciences community in practice and analysis of the historical evolution,development situation and basic features of social sciences community,further elaboration on the dynamic mechanism of social sciences community to engage in public service is made.After analyzing the effect of the public service,research on the value of community participation in public service is made from macro,middle and micro levels.On extraction of the practical experience,theoretical framework for the public service ability structure of social sciences community is put forward,from which the scientific research,cultural diffusion,value guidance,policy coordination and academic evaluation dimensions are the core competence of social sciences community in public service.On the basis of analyzing the content of each dimension,the paper focuses on the evaluation system of public service ability of social science communities.On the attribute recognition of the social sciences community's public service ability,four evaluation dimensions are proposed: resource management,public oriented,competent level and the service efficiency.The evaluation index system is built included 4 first-level indicators,and 17 secondary indexes.The corresponding evaluation factor analysis model of public service ability of social sciences community is established.In order to fully reveal the evaluation effect of the public service ability of social science communities,the antecent variables affecting the public service ability of social science societies are studied,and the SUR model is established to measure the effect of the antecent variables.Through in-depth interviews and questionnaire survey methods,relevant questionnaires were designed and data were collected.Factor analysis method is used to carry out empirical test on the public service ability of social science communities,and SUR model is used to test the effect of antecent variables on the public service ability of social science communities.On the objective analysis and test to the public service capacity,countermeasures and suggestions on three aspects were put forward which were path design,advice on governance and supporting measure.Firstly,strengthen organizational guidance by making clear of the organizational positioning;promote social participation continuously and integrate multiple resources;always adhere to the mission and goal of the community,at the same time,identify the path to improve the community's public service ability from the perspective of improving social benefits.Secondly,improve the evaluation system continuously,promote the multi-subject supervision and standardize the internal management continuously to form the effective internal restriction,as well as strengthen the team construction to promote the member specialization.Thirdly,the government is committed to improving the relevant legal system,promoting the construction and supervision of communities to comply with the law.At the same time,it is necessary to expand financial support constantly,improve the social status,enhance the communities' social recognition,in order to achieve sustainable development.Finally,this study looks forward to the future,in which the evaluation on organization will be given greater power for promoting the improvement of social science communities' public service capability and realizing the maximization of social benefits.Through theoretical exploration,I hope to enrich the experience of community governance,improve the influence and execution of social science communities,and also establish the targeted,scientific evaluation index calculation model and measurement system on public service capability of social sciences communities that meet the realistic needs.I try to enrich and develop the theory and method of quantitative evaluation on social science communities' capability,which can also provide a scientific decision support to the prosperity of the development of philosophy and social science.
