A Study On The Public Service Ability Of Grass-roots Civil Affairs

Civil affairs is closely related to people's well-being,and grass-roots civil affairs service ability has attracted wide attention.As a typical grass-roots civil administration,SM County in Zhejiang Province has many innovations and reforms in the process of improving public service to promote service capacity,while some of the reforms and innovations fail to completely solve the problems.From the perspective of resources,with the help of resource-based view theory,the researcher hopes to build an analysis framework of team building,working methods,Civil Affairs Resources and system management,to present the current grass-roots civil affairs service capacity,and explain how to improve the grass-roots civil affairs service capacity.This paper uses field research methods to study the grass-roots civil affairs service ability of SM county.The research materials mainly come from interviews and part of symposiums with civil affairs staff of SM County,and collect data through direct observation and document inquiry.It is found that with the continuous development of civil affairs,the grass-roots civil affairs resources are limited,and the team building lags behind the needs of service ability.In order to complete the task,we should combine the standardized and non standardized work to achieve the goal skillfully,but the consequences are punished by the system.In the specific process,the service ability is reflected through four dimensions.It is the lack of service ability caused by the limited resources,weak team strength,imperfect system and non standardized working methods.Therefore,the corresponding solutions also need to be put forward for the above basic elements: improving team building,optimizing resource allocation,standardizing working methods,and improving the system.The promotion logic of grass-roots civil affairs service ability also confirms the current reform and innovation practice in some regions: The government optimizes the allocation of resources by purchasing services;allocates full-time personnel to improve the strength of grass-roots civil affairs team;implements information technology to compress discretion;sets up fault-tolerant and error correction system,etc.In the final analysis,the logic behind each measure is to promote high-quality resources to achieve sustainable competitive advantage,which is pointed out in the basic resource concept.From this point of view,the above four dimensions are still the basic logic to improve the grass-roots civil affairs service ability in the future.
