The Order Formation Logic Of New County Sages’ Governance

"Effective governance" is an important requirement of the report of the 19 th National Congress of the Communist Party of China on rural revitalization strategies.In2018,the No.1 Central Document "Opinions of the Central Committee of the Communist Party of China and the State Council on the Implementation of the Rural Revitalization Strategy" and the "Strategic Plan for Rural Revitalization(2018-2022)" clearly stated that "actively play the role of the talents of new county sages".The foundation of rural governance lies in the continuous production of rural social order,and the production of rural social order is often the result of the interactive game of various norms within the rural community.This article takes the order formation logic of new county sages’ governance as the theme,using multidisciplinary theory,focuses on the main line of spontaneous order and construction order,focuses on the theory and practice of new county sages’ wise governance,and explores the social order status of the grassroots(rural)and new county sages(organization)in D County,Guizhou Province,Trying to seek an endogenous motivation and external incentives for the production of social order in China’s rural society that has undergone drastic changes.The historical evolution and social changes of the county sages are actually the epitome of the evolution of rural social order.As an indispensable institutional composition of traditional Chinese society,the county sages has a special symbolic meaning in the rural field-rural non-compliance.The official governor and the state-the "middleman" of society."County sages Symbol" records the track of changes in rural order.This article discusses the proper character of the county sages from three aspects,namely,self-cultivation,equanimity,and governance,from the elites of modern countries,the optimization norms of closely related non-bureaucratic groups,and the deep codes of national governance.The struggling rural elites in the lost homeland and the failure of rural self-organization have made the rural society urgently need to reshape the value of the new county sages.New county sages participation in governance is an important part of grassroots social governance,and grassroots social governance is an organic part and important foundation of the national governance system,and is an important part of promoting the modernization of the national governance system and governance capabilities.Reconstructing the relationship between the national governance system and the new county sages’ governance is to strengthen the governance communication ability,through the advocacy and practice of new county sages,a benign interaction between the national top-level design and local practical experience of "distribution to the top and top to the bottom" is realized.Taking Chunhui Society of new county sages Organization in D County,Guizhou Province as the object of investigation the legitimacy,internal structure,production and reproduction model,operation route,and functions of Chunhui Society were sorted out,showing the wisdom of County D in the governance of the new county sages(organization).Knowledge contribution.The transformation process of China’s rural social system can never be completed by relying solely on rational construction.It requires a gradual and evolving process,and this process must be a spontaneous basis and a process of continuous improvement through constructive local experimental experience.This article proposes that the production of rural social order is not a construction imposed from the outside to the inside,nor is it a complete endogenousness,but a balance established by the superposition of inside and outside.The new county sages’ governance is a basic(rural)order production paradigm led by the new county sages(organizations).In order to explore the order generation logic of the new county sages’ governance based on the perspective of spontaneous order and construction order,three issues need to be clarified: The logic of relationship reconstruction of new county sages’ governance,the local knowledge of new county sages’ governance,the interaction logic of rules and autonomous units,and the action logic of new county sages’ governance objects.This article takes the Tujia blasting dragon in County D as a perspective,and gains insight into the orderly meaning of the change of the village leaders in the interaction and game of spontaneity and construction.This article discusses the reproduction of rural social order from four levels of rural public order,economic order,cultural order and rural elites.The role of the new county sages in the construction of the rural system is mainly manifested in two levels: one is that the role of new county sages as an informal system is mainly reflected in activating the endogenous ability of rural social politics,economy,culture and autonomy,and the other is as a formal system.The role of the new county sages of the system is mainly embodied in the construction of order and embedding in the village to realize the operation of institutional organization.Focusing on combing the relevant theories of legal anthropology on disputes,taking the current situation of dispute resolution as an analysis sample,discussing the role of the new county sages in the practice of rural dispute resolution between formal and informal systems.Through a field survey of the new county sages(organizations)in County D,the interaction and game of three types of rules in the rural social field are proposed: one is under the dominance of the construction order and purposefully created in the operation of the formal governance system to achieve specific Expected rules;one is a rule that exists widely in daily life or spontaneously evolves on this basis;the other is a mixed rule that is based on spontaneous evolution rules,blended with constructive rules and grown by hybrid rules.However,the problems faced by the new county sages’ governance between the spontaneous order and the construction of the order are: the generalization and expansion of the new county sages subject identification,and the rationalization of interpersonal relationships,which leads to the excessive pursuit of economic benefits by the new county sages’ governance,and the informal system of new county sages(organization)incentives Insufficient and restricted normative functions have led to the weakening of the "media" role of new county sages(organization),and the governance of new county sages under mixed authority impairs the spontaneous rule system.The author hopes to provide a theoretical and practical perspective on the model of new county sages.The actual operation of the norms is facing-the balance between the construction of the country’s order and the local knowledge of the grassroots(rural)society in the ethnic area.The country’s "all-round" construction order is an important reason for the failure of villagers’ self-government.In this game battle between the country’s construction order and the spontaneous order of self-organization of the village,and the micro-measures proposes selective incentives to improve the personnel selection and organization operation mechanism.
