A Study On The Exertion Of The New County Sages' Functions In Rural Ideological And Moral Construction

The 19~thh national congress of the Chinese Communist Party put forward thestrategy of rural revitalization and included it in the“seven strategies”for China's future development,showing that the party and the country attach great importance to rural governance and construction.Rural revitalization is a systematic and comprehensive vitalization.To carry out the strategy of rural revitalization,we should not only pay attention to the development of rural economy,but also pay attention to the cultivation of villagers'good ideological and moral qualities,which will promote both material and spiritual progress and revitalize them together.Talent is the key to rural revitalization.New county sages were born and raisedin the countryside and have an advantage in behaviour,knowledge,skill,experience or wealth.They are indispensable talents for rural revitalization.New county sages have the characteristics of pluralism,localism and sagacity and have shown powerful functions in the construction of rural ideology and morality,including the conflict mediation function of maintaining neighborhood harmony,the virtue inheritance function of protecting common memories,the function of guiding the removal of the old and the restoration of the new,and the value guidance function of depicting a better life.The field research in F town of Jiaxing,Zhejiang province found that thenew county sages played a certain role in mediating interpersonal conflicts,carrying forward the fine family style,guiding the change of customs,and propagandizing the advanced culture.however,there are still some problems such as the channels for the new county sages to participate in the rural ideological and moral construction are not smooth,the way of serving the rural ideological and moral construction is single,new county sages lack the initiative to participate in the rural ideological and moral construction,the efficiency of participating in the rural ideological and moral construction is not high.The main reasons for these problems lie in the misunderstanding of the function of the new county sages,the low support from the rural grassroots party and government organizations,the failure of the new county sages to form an overall construction force,and the lack of management and supervision mechanism.These problems hinder the realization of rural civilization and the promotion of rural revitalization strategy,so we must create favorable conditions and establish effective mechanisms to promote the exertion of the new county sages'functions in rural ideological and moral construction.we should create a good atmosphere for the new county sages to participate in the rural ideological and moral construction,improve the understanding of the ideological and moral construction functions of the new county sages,improve the ability and level of the new county sages to serve the rural ideological and moral construction,and increase the policy support for the new county sages to participate in the rural ideological and moral construction.
