The Police stations are grass-roots organizations of public security organs and nerves of basic state power.They undertake most of the grass-roots work of public security,and they are also the most contacts between state power and the public.The work of the police stations is the foundation for the development of public security workers,and is also the focus and difficulty of public security work at present.Since the founding of the People’s Republic of China,the function of the Police stations has undergone several changes.The status of the former faction of the County Public Security Bureau has gradually changed from a single function to a complex one.In 2007,the Standard for the Formalization of Police Stations further clarified and refined the functions of police stations,endowing them with nine responsibilities,including traditional population management,criminal cases and public security cases,as well as new community policing functions such as information collection,harm prevention and service provision.From the function orientation,it can be seen that the public security organs have a clear determination to make the police station into a total combat entity which combats crimes,maintains public order,serves the people and guarantees their safety.However,with the change of social environment,the functions of local police stations have been restricted by various factors,which make their operation gradually deviate from the normative route.The nine established responsibilities have not been totally fulfilled,the functions of fighting crime have been overemphasized and strengthened,and other functions have been marginalized.Taking the J police station in the suburb of Dukou District of X city in Western China as the research object,this paper makes a detailed description of all aspects of the operation of the police station from 2012 to 2017,studies the operation process of the police station and its internal organs,and reveals that the police station is not completely passive to carry out its work according to the functional requirements,but bears different pressure.The performance of police stations can be divided into four types: ideal state,target bias state,target vacancy state and deputy activity dispirited state.In addition to ideal state,other states can cause deviations from organizational goals.This paper mainly chooses ethnographic research methods,supplemented by organizational analysis,role analysis,case study and other empirical research methods to carry out the analysis of the police station in this particular field.At the same time,it pays attention to the observation of the interaction between the police station and its superiors,other police stations,and the masses in the jurisdiction,so as to study the functions of the public security organs to the police station.The contradiction between setting up the existing system and traditional culture.This paper consists of six parts.Except for the introduction,it explains how the faction institute deviates from its function setting in five aspects.Chapter 1,"The organizational objectives and the operation of the organizational structure of the police station",analyzes the existing internal agencies and their respective functions.By describing the distribution of personnel and the actual state of performance,we can see the hidden changes of the functions of the local police stations.The community police force has a weak force but undertakes more functions in the internal organizations.The serious imbalance between the setting up of the community police force and the setting of the functions has resulted in the performance of the "little horse pulls a big cart".The operation of organizations can not fully reflect the organizational objectives,and it is difficult to get rid of the influence of the notion and value judgment.In the three basic functions of information collection,maintaining social order and fighting crimes,fighting crimes is the traditional "main business" of public security organs: the traditional concept of organizational positioning and the inertia of operation are difficult to break away from.The influence of the old mode makes the design of the group stimulation mechanism and the individual working state deviate from the target operation.Chapter 2 "Funds and Operation of the Police Station ",compares the operation state of police stations and the performance state of police officers in the period of resource shortage and fund adequacy,and studies the impact of fund assurance as an important factor on the performance of police station duties.When the funds are insufficient,the fund-raising puzzles the police station and hinders the police station from performing its duties to a certain extent.The performance of some functions depends on the mode of "zero expenditure" by the police in various departments and institutions under the jurisdiction or by means of coordination or pressure,while the daily operation funds of the police station need to show their own skills to raise,which increases the risk of performing their duties.When the funds are sufficient,the police finally get rid of the problem of fund-raising,but they are faced with double task pressure,leading to new risk of performing their duties.The allocation and use of funds in police stations reflect the "rough line" concept of managers,which is in contradiction with the refinement of function setting.Funds and responsibilities do not correspond.No matter how much funds are,only part of the functions are supported.Finally,the performance of functions deviates from the original track.Chapter 3 "Operation of Police Stations under the Pressure-type System",analyzes the direct relationship between the pressure on police stations and the nine functions they perform under the pressure-type system of the work system dominated by the public security organs.The form and content of pressure,as well as the setting of pressure and the responsibility of police stations are not corresponding.Under the pressure-based system,the work of police stations is not around the established responsibilities but around the digital tasks.The number is mainly around the traditional business of cracking down on crime and handling public security cases.The characteristics of a stress-based system have led to greater emphasis on quantifiable work and marginalization of some of the responsibilities that are not easily quantified.The actual way to cope with pressure and relieve pressure is the survival of grass-roots police,grass-roots coping with pressure in a variety of ways,and even form a unique digital culture and compression culture,pressure dissipation in grass-roots police stations is serious.Chapter 4 "Human Resource Management,Personal Choice and Function Performance of Police Station",focusing on each individual in the police station,analyzes the change of public attitudes towards the police under the influence of the "official standard" ideology,the degree of professional self-identity of the police is decreasing,while the "weak" of the police camp culture can not resist the negative impact of society on the police profession.Evaluating the development pressure of individual police,police here are faced to various kinds of performance risks and hopeless promotion situation.Under the influence of "official standard" thought,in order to realize self-value,the police station individual must actively choose "fleeing" faction or passively choose "decadence" in the police station.These two choices once again weaken the police station’s ability to perform its functions.At the same time,the author also analyzes the performance of the existing auxiliary police,Auxiliary Police professionalization is an obvious trend,but the auxiliary police training less,low pay,mobility characteristics determine that the auxiliary police can play a limited role.At present,the public security organs attach importance to the poor performance of the police,but there are two main ways to deal with it.One is to improve the quality of the police through the law enforcement qualification examination,and to urge the police station to perform its duties through various inspection,but the author still observed that the examination content or inspection content still deviated from the functions of the police station.Therefore,it is difficult to correct the deviation of operation by the above way.Chapter 5 "Police Stations in Urbanization and Multiplicity Growth" is to analyze the deviation of police stations from their duties in the current operation from the general environment in which the faction is located,and describe the dual pressures that the faction has been facing in the past five years,which are the multiple challenges brought by urbanization and the increasing task of maintaining stability by the concentration of contradictions.The management object of the police station is becoming more and more complicated,but the management ability is progressing slowly.A large number of police force are needed to meet the task of maintaining stability,which greatly increases the situation that the police station is separated from the area under its jurisdiction to carry out the task.On the other hand,when they tried to cope with the growth of diversified factors in their jurisdiction,they did not have the support of corresponding departments,and the experience they had formed did not have the mechanism to help them solidify.Author hope that through in-depth analysis of the above-mentioned aspects,from the internal mechanism,external environment analysis of the problems faced by the police station,from the perspective of organizational development and personal development to explore the state of operation of the police station,from the direction of resource flow and personnel flow to reveal the focus of organizational attention,the practice of cultural anthropology as a whole,will be dispatched.The overall performance status is presented to the readers.
