Research On The Function Performance Of Public Security Police Stations

The function of police station is to conduct the management of public security and maintain the social order within its jurisdiction according to the law.It is an integrated combat entity that maintains local public order,cracks down on crimes and serves the people,and it undertakes various highly comprehensive and highly complicated police activities.The function of police station determines the basic direction of its work.Only by clarifying the function of police station,can its responsibilities be determined scientifically.As a result,it can be endowed with rights reasonably and sufficiently,divide the authority,set the institution and allocate the personnel,according to the need of fulfilling its responsibilities.Aiming at the function orientation of police station,studies have been conducted by both domestic and foreign scholars.Domestic scholars have conducted in-depth research on cracking-down and legal protection,while foreign scholars also have made great attainments in the research on community policing and serving the people.But with the fast development of the society,higher requirements have been raised for government sectors,and police stations also encounter great changes and innovations.Police stations take the scientific orientation of function as the core of standardization construction,and transform from “management” to “service”,which can be indicated by the in-depth development of “streamline admiration and power delegation” policy,the dissemination of experience of “Fengqiao Police Station” as well as the birth of“public opinion 110” follow-up.Changes have already taken place in the functions of police stations,but there have not been direct participants conducting practical research and exploration.Taking the police stations in N city for example,this paper briefly analyzes the fulfillment of three functions,namely cracking down on crimes,peace order prevention and public service,and results by combining the actual conditions.Besides,it sorts out the way how police stations make police deployment,handle cases,collect clues,control public security and provide services based on the tenet of serving the people wholeheartedly.Meanwhile,it also applies qualitative analysis,survey method,case analysis method and other methods to discuss and analyze the problems highlighted in the fulfillment of functions of police stations from the aspect of case investigation,basic protection and social services in the view of police officers,to find the causes of problems.Finally,based on the existing conditions,the author conducts an integrative analysis from the aspect of resource,assessment,data and pattern using the service-oriented government and organization theory of management science,provides solutions to the problems,and comes up with the countermeasures of fulfilling the function orientation.
