| Poverty reduction is an important issue in international development governance.Since the end of the World War Ⅱ,the theory and practice of global poverty governance have been constantly developed.In 2000,under the promotion of the United Nations,the Millennium Development Goals(MDGs)was implemented.By 2015,the poverty reduction goal of Millennium Development Goals(MDGs)has been basically achieved,and international poverty reduction has made substantial progress.But one fact that cannot be ignored is that the achievement of the Millennium Development Goals(MDGs)is mainly due to China’s achievements in poverty reduction.At the same time,with the development of political and economic strength,China began to transform from a recipient country to a donor country.Combined with its own successful experience in poverty reduction,China increased its investment in global poverty governance,and began to influence global poverty governance from all aspects of knowledge,resources and system,thus deepening its role in global poverty governance.Therefore,based on this background,this paper will discuss the development and changes of theory and practice in global poverty governance,and analyze China’s role and contribution in global poverty governance.Firstly,this paper analyzes the concepts related to international development cooperation,global poverty governance and foreign aid,introduces the theoretical perspective of international poverty research,and then puts forward the analysis framework of this paper.Second,it comprehensively summarizes the development of global poverty governance theory and practice since th e World War Ⅱ,including the concept of international poverty,poverty reduction governance objectives,governance subjects,governance methods,policy framework and other aspects.Thirdly,it introduces the concept and practice of China’s participation in global poverty governance,summarizes its characteristics,and then clarifies China’s contribution to the knowledge,resources and system of global poverty governance.Fourthly,the paper analyzes the domestic and international challenges facing China’s participation in global poverty governance,and puts forward targeted suggestions.Based on the above analysis,this paper draws the following conclusions:First,the theory and practice of global poverty governance has changed significantly since 2000.It has promoted the change of China’s role in global poverty governance.Second,China’s main role in the global poverty governance system is as a provider of public goods,the perfectionist of international poverty reduction cooperation mechanism and the innovator of international poverty reduction concept.Third,In the future,China will certainly play a greater role in global poverty governance.Therefore,it is necessary to enhance participation capacity in top-level design,governance innovation,theoretical research and other aspects,so that international poverty reduction will become an important way and means for China to participate in global governance and build great power diplomacy. |
