Laos is one of the important countries along the "One Belt and One Road" in China and is linked to the fate of China's development.The poverty issue in Laos will not only hinder the further national cooperation between China and Laos but also affect the implementation of China's foreign strategy.For this reason,research on poverty alleviation cooperation between China and Laos is increasingly concerned by the academic community and has become one of the important themes of humanities and social science research.From the perspective of the international theory of poverty reduction,this paper analyzes the historical and current situation of poverty alleviation cooperation between China and Laos and analyzes the main constraints of poverty alleviation cooperation between China and Laos.It also proposes the development prospects and ideas for deepening cooperation between China and Laos in alleviating poverty.This article is divided into six main sections.The first part is about the theory of international poverty reduction and the research perspective of this article.The theory of international poverty reduction in the modern sense originated in the era of enlightenment and flourished in the 50 s and 60 s of the 20 th century.Compared with the related research abroad,the domestic poverty reduction theory is a little later,rising in 1990 s.With the attention of the international community,the international poverty reduction theory has increasingly become a huge project that spans multiple disciplines such as economics,political science,sociology and so on.In view of the reality of poverty alleviation cooperation between China and Laos,the purpose of this paper is to conduct research from three perspectives of “development poles”,“institutional poverty”,and “cultural poverty”.The second part aims to analyze the history and status quo of poverty alleviation cooperation between China and Laos.As early as the establishment of diplomatic relations between China and Laos,the two countries had contacts in the field of poverty reduction.From the perspective of the history of poverty alleviation cooperation between the two countries,it can be roughly divided into four stages: steady contact period,low tide period,recovery growth period and rapid development period.Despite the rapid development of poverty alleviation cooperation between China and Laos in the new century,bilateral and multilateral cooperation has been formed.However,there are still obstacles to poverty alleviation cooperation between countries at the “development pole” radiation,institutionalization promotion,and cultural interaction.The reason for these obstacles is that with the intricate and arduous interplay of international poverty reduction and the interference from extraterritorial forces,the potential for poverty reduction cooperation between the two sides has not yet been fully brought into play,and further improvement is still needed.The third part analyzes the "development pole" and its inaccurate problem of poverty alleviation cooperation between China and Laos.Under the background of the international economic development,the poverty alleviation cooperation between China and Laos has experienced inaccuracies in the "development pole",such as the limited nature of trade,investment,and aid,and the imbalance of capital,technology,and labor,etc.The fourth part deals with institutional poverty in the process of poverty alleviation cooperation between China and Laos.Due to the limitations of history and the status quo,the cooperation between China and Laos on poverty alleviation falls into the dilemma of institutional cohesion.This dilemma is mainly manifested in institutional failures,such as non-coordination of cooperation mechanisms and non-integrity of cooperation structures.The fifth part analyzes the lack of cultural interaction in the process of poverty alleviation cooperation between China and Laos.This problem has been highlighted in terms of cultural imbalances,such as the existence of a trust crisis in the value concept of the two sides,and the lack of reflection on cultural exchanges for poverty reduction,hindering further friendly exchanges between the two countries.The sixth part explores ideas for deepening cooperation between China and Laos on poverty alleviation.Facing the dilemma and restraining factor of poverty alleviation cooperation between China and Laos,at least the following measures should be taken to deepen cooperation: First,enhance the quality of "development poles." It is necessary to improve the poverty alleviation function of the "development pole",and also to focus on the overall improvement of the ability of poor groups.Second,promote institutional innovation.We must not only strengthen the construction of mechanisms and structural design,but also focus on the development of coordination and integrity.Third,strengthen culture molding.While clarifying the guiding principles of value,we must further promote cultural exchanges for poverty reduction.The poverty issue is an important development problem that both China and Laos need to solve urgently.Although in the framework of the Lancang-Mekong cooperation,Poverty alleviation cooperation is not only one of the priority development projects,but also an integral part of China and neighboring countries to promote the effective implementation of the “Belt and Road Initiative”.However,on the basis of consolidating trust and focusing on the essence,it is still imperative to further actively promote poverty alleviation cooperation between China and Laos.Only by integrating the two countries' development problems into the same "destiny community",can they help the two countries to have a comprehensive prospect of cooperation so as to achieve the common development of the two countries.
