| The great success of the poverty governance project in New China is embedded in specific spatial and temporal factors and the intrinsic mechanism of the political system and governance system with Chinese characteristics,and has accumulated considerable policy experience and a practice-tested theoretical system,and the poverty governance mechanism has spiraled in a two-way optimization process of theoretical guidance and practical testing.Combining the development process of China’s rural poverty governance system and long-term practical experience,this paper argues that China’s poverty governance is a process of"rigid and flexible coupling",i.e.,it has the ability to "eliminate poverty,improve people’s livelihood,and get rich first".It has the strategic goal of "eliminating poverty,improving people’s livelihoods,and promoting wealth among the rich first to achieve common prosperity" as the core content and the stability of the governance process,but it is also able to formulate the top-level design,supporting policies and specific measures for poverty governance according to the place,time,matter,and people in the change of time and space,thus having flexibility and development dynamics.This paper takes this district as a case study of rural poverty governance in China,and analyzes the mechanism of "how the miracle of rural poverty governance in China happens and how it can be sustained".This is also the core of this paper.Based on the field research in District W,this paper analyzes the resilience mechanism of China’s rural poverty governance system in terms of subjects,tools,models,and processes,using both conjunctive and ephemeral analysis methods.Combining the national and political systems with Chinese characteristics,although China’s rural poverty governance has a rich diversity of subjects,such as national governments at all levels,autonomous village committees,various social organizations and market subjects,etc.,the CPC,as China’s long-term ruling party,leads the operation of the Chinese government and various undertakings,and is also the organizing,coordinating and core responsible subject of the entire poverty governance project,therefore,compared with other Therefore,compared to other governance subjects,the CPC occupies a rather important meta-subject position in the entire subject structure and even in the entire governance system.To a certain extent,the governance capacity and quality of the CPC as the core subject directly affects and even determines the operation and effectiveness of the entire poverty governance system.The poverty governance dynamics of the CPC,the poverty governance ideology of the Party’s key leaders,and the sources of the Party’s governance capacity and its composition together guarantee the executive and organizational power,wholeness and synergy,science and effectiveness of China’s poverty governance;in terms of policy tools,the governance tools,mainly in the form of laws and policies,are structurally inter-constructive and diverse in terms of reserves,which consolidate the basic conditions for building a resilient governance mechanism.In terms of policy tools,the structural interconfiguration and diversity of governance tools in the form of laws and policies have established the basic conditions for building resilient governance mechanisms.In terms of governance models,the organic resonance between multiple governance models,such as sectional governance,social governance and market governance,and the synergy of the structure of one core and multiple subjects ensure the systemic resilience of the poverty governance mechanism.The root of effective rural poverty governance in China is the collaborative governance of "one core and multiple",which is a cooperative and co-operative governance of party and government,enterprise implementation,social coordination and external integration,and the division of labor among multiple governance models.By establishing the leading position of the government and strengthening the configuration,coordination and arrangement of section,market,network and other forms of governance,an "organic and resilient" governance mechanism of poverty eradication is formed,which is led by the authority of the government section,supplemented by market forces and guaranteed by extensive participation of social forces,so as to cope with the complex and changing dilemma of governance failure with ease.Based on the cross-sectional structural analysis of China’s rural poverty governance system conducted in the previous section,we further apply the ephemeral analysis method to summarize the entire development and transformation process of China’s rural poverty governance.The problems such as the aggravation of the gap between the rich and the poor under the trickle-down effect,the fragility of the traditional governance model,the diminishing marginal benefits of government governance,and the greater risk of returning to poverty due to the fragility of the small farmer economy have prompted the Chinese government to adjust the governance model in the process of poverty governance according to the time and place,and to continuously promote the development of the rural poverty governance path from structural poverty alleviation to individual poverty alleviation,and accordingly to develop a poverty alleviation system that combines and matches the poverty alleviation path.Accordingly,poverty alleviation systems have been developed in conjunction with poverty alleviation paths,such as industrial poverty alleviation and precise poverty alleviation.In summary,in the face of the spatial and temporal variability of poverty patterns and practices,the diversity of causes of poverty,and the limited resources available for poverty governance in various regions,China’s rural poverty governance has formed a multiplicity of subjects,multidimensional forces,abundant resources,and redundant tools and models of organic resonance in the process of long-term "stimulus-response-reflection" cycle of adjustment and adaptation.Together,they ensure the flexible space and spatial and temporal adaptability of policies,coupled with the stable strategic determination and structured policy system,which shape the coupling of rigidity and elasticity of the entire governance process,and make China’s rural poverty governance quite resilient to face the changing times,spatial variability,the endogenous economic vulnerability of small farmers,and the high degree of external uncertainty and risk in rural areas.uncertainty and risk.In the long-term practice of poverty governance,the rural poverty governance system of the Chinese Communist Party-led organizations has developed an inherent gene of resilience,which is shaped into traits,embedded in capabilities,embodied in processes,and formed into results,and finally converged into organizational wisdom to help organizations collect and analyze realistic information to cope with complex situations,showing overall characteristics of adaptability,effectiveness,wholeness,synergy,inclusiveness,and sustainability.This is the institutional code for the success and sustainability of China’s rural poverty governance. |
