The Construction And Development Of China’s Rural Governance System And Mechanism Since The 18th CPC National Congress

China’s rural governance has a long history.In the traditional society,most people live in rural areas,live in rural areas and work in rural areas.The stable development of rural society is not only the foundation of promoting China’s economic and social development in an all-round way,but also the premise of Realizing Farmers’ yearning for a better life.In order to better promote rural construction and development,constantly improve the lives of farmers,and realize the comprehensive revitalization of rural areas,the Chinese government and grassroots people have been constantly exploring the rural governance mode,from the cooperative in the early days of the founding of new China,to the people’s commune management mode of "the unity of government and society",and then to the 1980 s The governance model of "rural administration and village governance" with villagers’ autonomy as the core in the s.The continuous change and evolution of the rural governance model is the result of the CPC leading the people to deeply explore the law of rural governance.Since the beginning of the 21 st century,our government and grass-roots farmers have continued to explore the rural governance model and constantly improve the governance system and mechanism on the basis of inheriting the previous exploration results,and gradually formed the rural governance system and mechanism under the leadership of the Party committee,the leadership of the government,social coordination,public participation and the guarantee of the rule of law.With the development of social economy and politics,under the background of the new era,China has implemented the Rural Revitalization Strategy and promoted the rural precise poverty alleviation work,which has made great changes in the rural social outlook.With the improvement of farmers’ living standards,the enhancement of legal awareness and the improvement of rights demands,the rural social contradictions have become more complex than before,and the traditional governance model can no longer adapt to today’s rural areas Sociology.Therefore,the rural society urgently needs to innovate the governance mode,improve the governance system and mechanism,and realize "good governance" in rural areas,so as to alleviate the current contradictions.According to the requirements of the Fourth Plenary Session of the 19 th CPC Central Committee that "we must strengthen and innovate social governance,and improve the social governance system of Party committee leadership,government responsibility,democratic consultation,social coordination,public participation,legal protection,and scientific and technological support",we should further strengthen the construction and improvement of rural governance system and mechanism in the new era.The rural governance system and mechanism in this paper is based on the premise of adhering to the leadership of the Communist Party of China,adhering to the principles of equality,consultation,mutual assistance and cooperation,led by the grass-roots government,with the active participation of village "two committees",social organizations and villagers,to jointly negotiate and deal with rural social public affairs.It can reasonably adjust the rural social contradictions and achieve effective governance.The main body of this paper is divided into four parts.The first part explains and expounds the related concepts and theoretical origins of rural governance system and mechanism,mainly analyzes the relevant Marxist ideas and the theoretical system formed in the development process of the Communist Party of China,so as to provide reference for the adjustment and improvement of rural governance system and mechanism.The second part mainly studies the system and mechanism of rural governance before the 18 th CPC National Congress and its thoughts and practice,which involves three main aspects: first,the formation and disintegration of the system and mechanism of "integration of government and society",and the analysis of the formation and development of cooperatives and people’s communes;second,the establishment and implementation of the system and mechanism of "township government and village governance",20 Since the 1980 s,with the reform and opening up,the people’s commune system has disintegrated,and the system and mechanism characterized by grass-roots mass autonomy has been gradually established;the third is the formation and practice of the multi governance system and mechanism.Under the leadership of the party,the government organizations and all walks of life have carried out new practical exploration on the rural system and mechanism,which has laid the foundation for the formation of the governance pattern of co construction,CO governance and sharing.The third part studies the in-depth exploration and innovative development of rural governance system and mechanism since the 18 th CPC National Congress.Since the 18 th National Congress of the Communist Party of China,the construction of rural governance system has entered a new stage of development,which focuses on four aspects: first,strengthening the core leadership position of village level party organizations.The Communist Party of China is the leading core of the cause of socialism with Chinese characteristics.Adhering to the party’s leadership is the inevitable requirement of promoting the modernization of rural governance system and mechanism.The second is to strengthen the government governance mechanism and build a service-oriented and responsible government,which is the inevitable choice of the development of society and the times and the objective need of improving the rural governance system and mechanism.The third is to establish and improve the democratic consultation mechanism,Under the leadership of the party and the promotion of the government,the majority of rural grass-roots autonomous organizations should also give full play to their role,promote the construction of democratic consultation mechanism,accelerate the construction of a more complete rural governance system and mechanism;fourth,the construction of social participation mechanism,build a diversified participation platform,promote the effective participation of multiple subjects,and better promote the modernization of rural governance system and governance ability.The fourth part analyzes and studies the value of rural governance system and mechanism innovation since the 18 th CPC National Congress.Rural governance system and its system and mechanism construction is a process of continuous exploration and accumulation.This process is not only the inheritance of the historical tradition of rural governance,but also the exploration and innovation of the future development path.At this stage,through the analysis of the theoretical value and practical value of rural governance system and mechanism,it can provide reference for the future rural construction and governance.
