Research On Issues Of Participation In Rural Poverty Governance Of Non-governmental Organizations

In the process of the development of the country, Poverty has always exist and should not be ignored. From the co mprehensive construction well-off society to build a well-off society in an all-round way, Poverty has always been the focus of attention. Especially, rural poverty is the top priority. Since the founding of the People’s Republic of China, rural poverty has seriously restricted the economic and social development in our country. Properly solving the problem of rural poverty can not only solve the food and clothing of the poor, avoid unrest, maintaining stability, but also conducive to the implementation of the national major policy and implementation. Since the establishment of the special national poverty relief agencies, the national poverty relief office, government-led rural p overty governance has obtained remarkable achievement. However, with the development of the rural poverty problem in depth direction and the change of the ec onomic and social environment, government-led mechanisms can’t suite to the needs of th e stage of development. With the change of the sit uation for rura l poverty alleviation, the Chinese government timely releases "China’s rural p overty alleviation and development compendium(2011-2010)", which explicitly pointed out: "strengthening planning guidance, encouraging social organizations to participate in the poverty alleviation and development through a variety of w ays. Non-governmental organizations can make up for the defect of government poverty alleviation mode by participating in the poor rural governance. They compose the new chapter of our country’s rural poor governance.Based on this, the paper firstly explains related concepts of poor governance, non-governmental organization and the theoretical basis of non-governmental participation in rural poverty governance. Secondly, by recalling the history and current situation of NGO participation in governance of rural poverty, it digs NGO current rural poverty problems in governance. Then, from the national level, the NGO level, the level of poverty-stricken areas,it analyze th e factors which restricts NGO rural poverty governance. Finally, from the national level, the NGO level, the level of poverty-stricken areas, it puts forward relevant development countermeasures in poverty-stricken areas and promotes the non-governmental organizations to participate in rural governance.
