A Research On The Construction Of The Capacity Of Local Governments In Western Ethnic Regions Based On Consolidating The Sense Of Community For The Chinese Nation

As a multi-ethnic country with a vast territory and a large population,it is not only a significantly theoretical problem for the country,but also a practical one to coordinate and integrate inter-ethnic relations,to concentrate on achieving national rejuvenation and standing among the nations of the world.Nowadays,China is in the “critical period for the great rejuvenation of the Chinese nation” and the “historical intersection period of the Two Centenary Goals ”,facing a complex and volatile environment and increasing uncertainties both inside the country and abroad.Consolidating the sense of community for the Chinese nation is a major task put forward by the Party and the state in the face of complex international and domestic situations,which is also an important function and responsibility for local governments.The function and responsibility of local governments are closely related to the capacity of local governments,which inevitably leads to the unbalanced situation and level of consolidating the sense of community for the Chinese nation.Therefore,based on what is said above,this study applied research methods,such as document research,comparative analysis,field research and descriptive statistics etc.,to explore and analyze internal logic,general process and implementation path between the governance capacity of local governments and consolidating the sense of community for the Chinese nation,and to construct an evaluation index system of the governance capacity of local governments in view of consolidating the sense of community for the Chinese nation as the central focus,concentrating on the middle regional space of western ethnic regions,and taking Marxist national theory,government capability theory,political system theory,and administrative ecology theory as theoretical foundation,resources and basis.Besides,this study inspected the current situation and problems of local government capacity in western minority areas,and explored the restricting factors in order to put forward the overall thoughts and countermeasures which may improve the capacity of local government in western minority areas,based on consolidating the sense of community for the Chinese nation.The research results show that the capacity of local governments is closely related to consolidating the sense of community for the Chinese nation,between which there exist internal logical relation and the mechanism of action.And consolidating the Sense of Community for the Chinese nation is the legal responsibility of local governments in the new age,which serves as the basic duty of local governments in a new revision of The Organic Law of the Local People’s Congresses at All Levels and Local People’s Governments at All Levels of the People’s Republic of China.This is the necessary requirement for the modernization of China’s governance system and capacity,which not only helps effectively transform the strategic planning and the top design of consolidating the sense of community for the Chinese nation into the practical action,but also helps integrate consolidating the sense of community for the Chinese nation into the whole process and all aspects of local government work.Consolidating the sense of community for the Chinese nation requires to improve the capacity of local governments,for which strengthening the construction of local government capacity may provide organizational security and lay the foundation of governance.As the latest achievement of the Sinicization of Marxist ethnic theory in the new era and the fundamental adherence of the Party’s ethnic work,Consolidating the sense of community for the Chinese nation has put forward new requirements for the capacity construction of local governments,and provided new driving force and the important resources for the capacity construction of local governments.The remarkable results of the capacity construction of local governments in western minority areas have been achieved,which are mainly reflected in five aspects: the rapid development of economic development capacity,the enhancement of the supply capacity of public service,the improvement of social governance capacity,the continuous reinforcement of cultural construction capacity,and the effective promotion of ecological and environmental protection capacity.However,compared with those of eastern areas,the lack of ability is the real situation and the prominent problem faced by the local governments in the western minority areas,of which the principal signs include the economic development capacity being relatively low,the supply capacity of public service being insufficient,the social governance capacity being inadequate,the cultural construction capacity being comparatively weak and the ability to protect ecological environments being poor.Moreover,there are not only the external factors of the administrative environment,,but also the factors of governments themselves and the geopolitical ones,which restrict the capacity construction of local governments in western minority areas.Therein,the external constraints of administrative environment mainly include unbalanced and inadequate economic development,the declining accumulation of social capital,the heterogeneous and diverse communication networks,the fragile natural ecology,etc.;the main constraints of the governments themselves are the slow transformation of government functions,the backward administrative management,the governance capacity of government officials in the low level,the hysteresis of institutional reform and innovation,and the institutional arrangements under the control of the inter-governmental relations,etc.;besides,the complex and changeable geopolitical environments have added uncertain factors and brought new challenges to the capacity construction of local governments in western ethnic regions.The capacity construction of local governments is a complex system project,especially for the western minority areas.The local government capacity could be improved by necessarily keeping taking consolidating the sense of community for the Chinese nation as the fundamental adherence.On the one hand,the construction of local government capacity should adhere to the overall ideas of party building,the internal and external driving,and the integration of governance concepts;On the other hand,the capacity of local governments for the economic development should be enhanced by keeping combining supply and demand,by increasingly transforming the pattern of economic development,by opening wider to the outside world with the initiative of the Belt and Road,and by further optimizing the business environments,and so on;the capacity of local governments for the public service supply should be enhanced by constructing a planning system of the public service policies that accommodates diverse demands,and high-performance supply mechanism of public service,and by constantly improving the mechanism of political participation in public services,and son on;the capacity of local governments for the social governance should be enhanced by constructing a social governance structure with the participation of multiple entities,by improving the rules of law foundation of national affairs management,and by exploring the long-term and effective mechanisms for resolving various contradictions affecting public security,and so on;the capacity of local governments for the cultural construction should be enhanced by paying attention to the creation of the good environment of cultural development,by giving full play to the roles of the market and society in cultural development,and by focusing on providing the superior and basic services of public culture,Ans don on;the capacity of local governments for protecting ecological environments should be enhanced by setting up the correct concept of ecological and environmental protection,by optimizing the ecological fiscal system,by constructing the mechanism of social participation for ecological and environmental protection,by exploring ways to establish a system for assessing government performance with the eco-friendly developments,and by improving the accountability system of environmental protection and governance for local governments,and so on;and the improvements of the local government capacity in the western minority areas will lay the economic foundation,provide the foundation for people’s livelihood,consolidate the social foundation,create the ideological foundation and build the ecological foundation for consolidating the sense of community for the Chinese nation.
