Study On Ability Of Minority Governments To Cope With Ethnic Mass Disturbance Events

Presently,China is in the period of deep economic reform and important transformation of social structure,facing a series of problems in all aspects of social development.With the increasing awareness of people's public rights and diversity of mental construction,interests demands from people are also facing changes of heterogeneity,leading to different social problems and contradictions appearing.Under the such complexity circumstance and background,social administrative capacity by government also need to keep pace with the times,targeted to improve the ability to respond to emergencies,maintaining social harmony and stability.This paper focuses on the construction of the government's ability to deal with the national group events as the research subject,analyzing the nature and characteristics of the ethnic group events with social conflict theory and political participation theory,and summed up the ability to deal with deficiencies and defects existing in government administrative capacity through relevant case studies,based on which to provide evidence for the ability and optimize the government ability construction.In addition,the government ability to response the mass disturbing events always have to be back to reality,recognize the governance of ethnic mass disturbing events should focus on the different stages of crisis management,seeking different countermeasures and improving crisis response ability of the government,which also help to express the positive meaning at aspect of government social administration.In the analysis of framework of government capacity to respond to ethnic mass disturbing events,based on three different stage of crisis management and combined with the national characteristics of mass disturbing events,refine the connotation of crisis management,propose there are five kinds of transfer and reasons existing among the different crisis management stage according to which,make analysis of ability development task and requirements in government different management crisis stage,which are including to strengthen the prevention capacity constructing on crisis prevent phase;to promote the ability of emergency shifting to prevention ability,or to improvement one on emergency phase;to promote improvement ability shifting to prevention on improvement phase,completing elimination of crisis program,recovering ability of emergency system.In steering clear government capacity on the basis of the existing national government to deal with the case of mass incidents are lack of ability,closely rely on the ability of frame analysis of elements and construction requirements,prompting the government to complete the ability to summarize,to explore how the government to deal with the national construction The theme of the capacity of group events.On the basis of analyzing transfer of government ability and combined with the relevant case study,summarize the government's shortcomings dealing with mass disturbing events in ethnic areas through ability framework analysis,to explore the theme how the government to build the ability to deal with the mass disturbing events.
