| New urbanization has become an important carrier of economic growth under the new economic normal in China,and green growth has become one of the main goals of the economic growth.Therefore,how to reduce carbon emissions in the new urbanization process has become a priority in China.In the context of Chinese-style decentralization,local government decision-making competition is one of the key factors causing carbon emissions.In the view of this,based on the environmental Kuznets curve,the government competition theory,and the Chinese-style decentralization theory,we establish a non-linear programming model of local government decision-making competition and regional carbon emissions to analyzes the effect mechanism of local government decision-making competition on regional carbon emissions.Through data fitting and multiple regression analysis,their dynamic relationship is analyzed and the inflection points are calculated.The moderating effect of energy rebound effect(long-term and short-term)is analyzed.We also studied how to reduce the promotion effect and increase the inhibition effect of local government decision-making competition on carbon emissions,and the key measures for reducing regional carbon emissions are analyzed.The research results are as follows:1.There is a ∩-shaped three-stage dynamic relationship between local government decision-making competition and regional carbon emissions.The three stages are the rapidly increasing,slowly increasing,and the gradually decreasing stages.The characteristcs of the three stages are the increasing concave function curve,the increasing convex function curve,and the decreasing convex function curve.2.Local government decision-making competition affects regional carbon emissions mainly through three paths: factor market distortion,investment bias,and environmental regulation bias.Under the three different stages,the three effect paths have significant spatial dependence and stage heterogeneity.Factor market distortion and investment biases interactively affect regional carbon emissions.3.At the rapidly increasing stage,strategies to reduce the promotion effect of local government decision-making competition on regional carbon emissions are the unilateral breakthrough path,the gradual path,and the leap-forward path;Key measures for reducing regional carbon emissions are administrative orders,prevention of investment bias,and developing new energy.4.At the slowly increasing stage,strategies to reduce the promotion effect of local government decision-making competition on regional carbon emissions are increasing the weight of environment assessment,increasing penalties,and strengthening carbon emission reduction incentives;Key measures for reducing regional carbon emissions are cleaner production,intensive production,the marketization of factor markets,and carbon tax.5.At the gradually decreasing stage,strategies to improve the positive effect of local government decision-making competition on regional carbon emissions are establishing the loss-compensation mechanism,increasing non-cooperation penalties,and regional integration;Key measures for reducing regional carbon emissions are cleaner production,developing new energy,and carbon tax.6.Energy rebound effect has a significant moderating effect in the influence mechanism of local government decision-making competition on regional carbon emissions,and the short-term rebound effect has a greater moderating effect than the long-term rebound effect.Both of their effects decrease gradually with the increase of urbanization rate.Analysis of this study can help us to have a clearer understanding of the relationship between local government decision-making competition and regional carbon emissions and the influencing mechanism.It can provide guidance for local governments to formulate environmental policies to achieve carbon emission reduction goals and to promote the coordinated development of economy and environment. |
