In recent years,the Chinese government has been adjusting the relationship between power and responsibility,showing a trend of attaching more importance to rules,procedures and accountability.Accountability has become the main mechanism influencing the choice of government officials’ behavior.When government officials take actions,they give priority to accountability rather than the satisfaction of promotion,economic and other needs of the incentive system.This change is accompanied by negative problems such as the generalization of accountability,avoidance of responsibility in decision-making and formalism in implementation.As for how to alleviate or resolve the negative effects of accountability,many scholars believe that post-evaluation is one of the more effective ways.This understanding makes us focus on post-evaluation of administrative decision-making,and think about the relationship between post-evaluation of administrative decision-making and accountability,and seek answers to questions such as "How to use the results of post-evaluation in accountability investigation","how to carry out post-evaluation to be used in accountability investigation","What value can post-evaluation of administrative decision-making play in accountability investigation and how to give full play to the maximum value".At present,the relationship between post-evaluation of administrative decision-making and accountability remains ambiguous.In our country,the research on the use of post-evaluation of administrative decision-making has not yet become the focus of many scholars.There are not enough researches on the theoretical rationality of post-evaluation of administrative decision-making,which is difficult to provide theoretical support for practice.In practice,local governments have carried out the exploration of post-evaluation of administrative decision-making,but local governments and their departments are in the stage of vague exploration and trial and error,often arbitrarily start the post-evaluation of administrative decision-making or issue simple and vague report of post-evaluation of administrative decision-making,which is obviously insufficient in science and effectiveness,and has not realized the governance vision of improving the decision-making mechanism.Theoretical guidance is urgently needed.Therefore,it is necessary to carry out in-depth research on the post-evaluation of administrative decision-making,and deal with the problems such as insufficient theoretical support,insufficient utilization and non-obvious value of the post-evaluation of administrative decision-making.The efficient use of evaluation is not a logical thing,and the organization has not made full use of evaluation.This problem has attracted much attention in the literature of foreign evaluation studies.Patton M Q developed the Utilization-Focused Evaluation and Marlene L explored ways for public organizations to strengthen the use of evaluation,etc.Any evaluation needs to invest a certain amount of resources,funds,etc.The cost of evaluation is expensive,so the utilization of evaluation is particularly important.The evaluation that is not used means that the evaluation is an invalid behavior,so it is difficult to achieve the goal of optimization decision.Based on this premise,under the guidance of "utilization-focused" evaluation theory,value-instrumental rationality,and institutional change theory,this paper establishes a "value-institution" analysis framework to explore how to embed post-evaluation of administrative decision-making into the decision-making mechanism to maximize its value.After theoretical deduction and practical investigation,it is found that the post-evaluation of administrative decision-making can better realize other values such as adjustment,propaganda,and knowledge innovation only when the accountability value is exerted and the accountability expectations of government organizations and government officials are met.The accountability value of post-evaluation of administrative decision-making refers to the support and support provided by post-evaluation of administrative decision-making for the development of the accountability system and the development of accountability activities.In the era of accountability,post-evaluation of administrative decision-making should be used for accountability.Realizing the value of accountability can not only meet the needs of governance reality,but also meet the accountability expectations of leading cadres,and initially has the feasibility of realization.However,in order to realize the value of accountability,the post-evaluation of administrative decision-making currently faces some institutional difficulties,and it needs to be optimized and improved in terms of value,operating environment,and institutional elements to enhance the availability and effectiveness.The full study is as follows:First,after comparing theoretical findings and practical regulations,historical experience and current practice,governance problems and practical responses,it is clear that post-evaluation of administrative decision-making is used for accountability,which can effectively alleviate governance problems such as decision-making mistakes,accountability imbalance,and tendency to avoid accountability.It can also promote the realization of other value functions such as "adjustment and optimization".It demonstrates the necessity of carrying out post-evaluation of administrative decision-making and realizing the value of accountability from an organizational perspective,and advocates that the government use post-evaluation of administrative decision-making in accountability,and actively play the accountability value of post-evaluation of administrative decision-making.Second,the key event interview method is used to deeply analyze the psychological cognition and behavioral selection mechanism of government officials,so as to judge whether there is a legitimate audience in the post-evaluation of administrative decision-making,and under what circumstances will it be recognized and supported by relevant interest groups.The survey found that government officials in the age of accountability support post-evaluation of administrative decision-making only if they have "acceptable accountability." "Acceptable accountability" reflects the specific expectations of government officials about accountability: accountability is identifiable,predictable,and affordable.An effective tool to respond to accountability expectations is post-evaluation of administrative decision-making,which can be used to judge the severity of decision-making results,determine whether there are personal reasons for decision-making results,and enhance the accuracy of prediction of accountability results.Therefore,the realization of accountability value of post-evaluation of administrative decision-making has a legitimate audience and conforms to the theoretical logic.Third,this article explores the possibility of post-evaluation of administrative decision-making realizing the value of accountability.After theoretical analysis,it is deduced that there are two preconditions for the post-evaluation of administrative decision-making to realize the value of accountability.One is that the factual information and value information provided by the post-evaluation of administrative decision-making can cover the information required by the reasons for accountability,and the other is that there are examples of accountability for decision-making.Furthermore,based on the grounded theory,this paper finds that the coupling between the content of post-administrative decision evaluation and the reason of decision-making accountability can ensure the connection and correlation between the post-evaluation of administrative decision-making and the accountability system.In other words,it is possible to realize the value of accountability by ensuring the coupling between the content of post-evaluation of administrative decision-making and the reason of decision-making accountability.However,this paper examines the operating environment and institutional elements of post-evaluation of administrative decision-making,and finds that post-evaluation of administrative decision-making faces institutional difficulties,such as power-responsibility imbalance and lack of guarantee mechanisms,attention diversion by other evaluation types,and path dependence of performance accountability.Intertwined,the ideal post-evaluation cannot be pursued and the value of accountability cannot be realized.Therefore,combining with the previous theoretical and practical dilemmas,this paper starts from the three aspects of value,operating environment and institutional elements,and revises and improves the post-evaluation of administrative decision-making,so as to promote the post-evaluation of administrative decision-making to take the lead in realizing the accountability value,and promote other such as adjustment and the realization of other values such as optimization,publicity and promotion,knowledge innovation,etc.Then respond to the initial questions of "how to improve the decision-making mechanism n" and "how to effectively utilize the post-evaluation". |
