The Research Of Structural Variables Of State Governance Capacity

National governance capacity of this era theme is widely responded in a number of areas.The ability of national governance is the integration ability of the national governance system,and the structural characteristics of the state determine the level of national governance capacity.We use the structural theory as a tool of national governance analysis,so that the modernization of governance important parameters to build a clearer relationship and we can be complex phenomena presented to the simple and clear framework,and for the regular and scientific content to be grasped.The structural features of state governance include the macro system structure,the middle of the relationship between the structure and action structure,as well as the concept of consciousness level structure.The integration of different hierarchies eventually forms a different national governance model.In this sense,the structural commonality and differences of the governance system can best explain the current diversification of governance.The problem of political development induced by governance failure is endless,the structural problems that can not be ignored are behind the complex and changing political practice.In this paper,through the in-depth analysis of the common role of the main structural variables in the building process of national governance capacity and of the basic orientation and role of structural variables,we clarify the interrelationship of different structural variables in governance practice,so as to construct the structural variable analysis framework of national governance ability research.Governance ability is an epochal topic,there are already four basic research paths:national competence perspective,state-social research perspective,social-centrism perspective and organizational behavior perspective.In this paper,considering of the large theoretical structure,so to discuss the structural foundation of national governance ability through variable extraction and deduction:First,the power structure contains the allocation of resources,roles and functions,and the generated difference of position,authority and motility.Second,the structure of action includes the organizational carrier of governance behavior and the relationship characteristics of behavior contained in the behavior,which reflects the public relations of the diversified governance subject,based on the power strategy showing the high level of the organization.Third,the institutional structure embodies the sum of all institutional arrangements in the economic society,which 'includes property relations,political and economic relations,government and market relationship,the relationship between the organization,the relationship between constitution and the legal structure,and the sum of customs and ideology.Finally,the output structure of governance capacity encompasses both the support and identification of the governance system,and shows the general consensus that is constantly condensed and consolidated in the historic process of state governance.The idea of this thesis is based on the analysis angle of the structural theory,through the combing of the structural theory knowledge and the extraction of the core variables,forming the basic framework of the structural analysis,then analyzing the important structural features of the state governance within the framework of the structural theory to form groundbreaking path for management ability study.
