The Fragmentation Dilemma On The Transboundary Public Crisis Governance Of China And Its Breakthrough

The situation of the transboundary public crisis stabilization is the reality we can’t avoid currently, and its effectively governance is the main topics of Chinese public affairs governance, but the Chinese transboundary public crisis governance in recent years falls into fragmentation in practice, and restricts its effectively governance. This thesis bases on the situation of transboundary public crisis and its governance, analyses the fragmentation dilemma, formation mechanism and seeks its solution with Risk Society Theory, Fragmentation Theory, Holistic Governance Theory and the method of literature research, induction, case analysis.It needs the government and its departments in different regions or areas, society, market and multilateral forces join up to launch the transboundary public crisis governance, but it also exposes fragmentation issue in Chinese practice. In the effective integration of value, the related subjects also lack of the consistent cognition of transboundary public crisis, which pay too much attention to their self-interests or departmental interests. In the aspect of reasonable resources allocation, each department has different resources. Besides, it is not perfect in respects to the division of functions, powers, relations and suchlike. So it is hard to share the resources together and integrate the function of government, society and market. Moreover, the "mountain-stronghold mentality" is a trend in the formulation and implementation of space policy. In a word, we have faced a great predicament of fragments on the governance of transboundary public crisis, which restricting the social development and hurting the image of government.There are some factors forming formulation mechanism of the predicament. The fundamen-tal cause lies in the relevant subjects pursuing their interests but no public interests. The tradition-al attitude of pursuing economic developments excessively, the exclusive administrative culture, a lack of communication and resources sharing between different departments, the lack of accou-nttability are the immediate causes.Holistic governance theory is a new theory that has internal relations with our transbounda-ry public crisis governance. According to the theory of holistic governance, we should focus on cultivating the awareness of transboundary public crisis governance whose value is for the public and for the people, constructing the holistic cooperation mechanism and standard systems, establishing normalized agencies, constructing a new model of multi-collaborative governance. Only in these ways can we break through the fragmentation dilemma, move towards to the holistic governance and eventually realize good governance of transboundary public crisis.
