Research On The Evolution Of The Government-civilian Coordination Mechanism For Protecting Japan's Overseas Interest

The core question of this paper is why Japan’s overseas interest protection mechanism was formed and evolved into today’s mechanism? The formation of Japan’s overseas interest protection mechanism is not a top-level design,a doctrine of borrowing,nor a unilateral promotion by the government or social forces,but the continuous evolution of the interaction between actors under the double-layer game.From the perspective of the practical significance of the paper,this paper analyzes the evolution of Japan’s overseas interest protection mechanism by Process-Tracing Method,which will help researchers and practitioners who care about China’s Overseas Interests Protection find inspiration from it.In the introduction part,it mainly expounds the purpose and significance of the selected topic,the definition of the concept of Japan’s overseas interests,a review of domestic and foreign research,research ideas,research methods and main innovations.The first chapter is to explain the historical origin and evolution of Japanese government-civilian cooperation.Here,the concept of government-civilian collaboration will be defined,and the relationship between government and people from ancient Japan to the present will also be analyzed.The second chapter will discuss the formation of Japan’s overseas interest protection mechanism in the 1970 s.This chapter will also explore why private diplomacy,private network management and lobbying can become the main means of protecting Japan’s overseas interests? What social forces and external factors prompted Japan to implement such protection measures.The third chapter will discuss the development of Japan’s overseas Interest Protection Mechanism in the 1980 s.In this chapter,we will analyze the changes in Japan’s external environment in the 1980 s and the joint actions initiated by the government and enterprises,and try to explain why Japan will further protect its overseas interests on the basis of the previous stage.After the government and enterprises are closely united,what mechanisms are used to negotiate with foreign governments.The fourth chapter will discuss the mature stage of Japan’s overseas interest protection mechanism from the 1990 s to the present.In this chapter,we will analyze how Japan has perfected its overseas interests protection system after the 1990 s through the internationalization of domestic institutions and the localization of external institutions.The fifth chapter will analyze the factors that promote the development of the government-civilian coordination mechanism for the protection of Japan’s overseas interests.In this chapter,we will use the Double-Layer game theory to study how the interaction between foreign governments and social forces exerts pressure on the Japanese government.And,how did the Japanese government unite with Japanese companies to deal with this external pressure.Finally,it explains how the Japanese government and society adjust their respective functions to allow Japanese social forces to have direct dialogue with foreign social forces,reduce unnecessary communication costs between foreign governments and Japanese governments,and make Japan’s overseas interests protection mechanism become more flexible.The sixth chapter will discuss the characteristics and enlightenment of Japan’s overseas interests protection mechanism,analyze the philosophy of patience and the spirit of meticulous negotiation embodied in Japan’s protection of overseas interests,and discuss the importance of cooperation between protection of overseas interests and domestic system reform.On the basis of such analysis,it puts forward the enlightenment for the construction of China’s overseas interests protection mechanism.
