Research On The Mechanism Of Data Elements Participating In Distribution

In the era of digital economy,data elements are important productive forces,and they have the dual roles of basic strategic resources and key production factors.The Fourth Plenary Session of the19 th Central Committee of the Communist Party of China for the first time proposed that "data as a factor of production participate in the distribution according to contribution." This new topic in the field of income distribution in the era of digital economy requires an innovative response from Marxist distribution theory.In recent years,with the vigorous development of China’s digital economy,data elements have penetrated into all aspects of production,distribution,circulation and consumption,and have profoundly affected China’s income distribution mechanism through chain amplification,superposition,multiplication and spillover effects.In order to make the distribution of production factors according to their contributions to better meet the new requirements of the development of the digital economy,it is urgent to build an income distribution mechanism that adapts to the participation of data elements in the distribution,so as to solve the problem of fairness and efficiency in the participation of data elements in the distribution,promote the release of the value of massive data resources,promote the orderly development and utilization of data resources,and promote the healthy development of data production factors in China.This paper takes Marxist distribution theory as the analytical framework.From the historical dimension,we will sort out the evolution of the Marxist theory of distribution according to work,and analyze the epochal requirements for the participation of production factors in distribution according to their contributions;From the perspective of reality,the new requirements of the reform of distribution methods in the era of digital economy are expounded.By analyzing the new situations and new problems brought by the development of the digital economy to the field of income distribution,the problems and challenges faced by the participation of data elements in China are discussed,and then the effective mechanism for the participation of data elements in the distribution and the countermeasures and suggestions for promoting the fair distribution of data elements are proposed.The participation of data as a factor of production according to contribution will certainly have a profound impact on the pattern of income distribution in China.On the one hand,it will promote the great development of the digital economy and digital industry,fully release the economic value of massive data resources,and effectively improve the market allocation efficiency of data elements.On the other hand,the participation of data elements in the distribution also makes the fair distribution of data elements face difficulties,and the interests of some data rights and interests may be damaged in the distribution of data wealth.To this end,Xi Jinping particularly emphasized at the 26 th meeting of the Central Committee for Comprehensive Deepening Reform that it is necessary to "improve the system for protecting the rights and interests of data elements",promote "improving the market-oriented allocation mechanism of data elements,better play the role of the government in guiding and regulating the distribution of data elements,and establish a data element income distribution system that reflects efficiency and promotes fairness".Xi Jinping’s important exposition on the participation of data elements in the distribution is the fundamental observance of the data element allocation mechanism discussed in this paper.The theoretical cornerstone of the participation of data elements in distribution is the Marxist theory of income distribution.The participation of data elements in distribution must adhere to the socialist principle of distribution according to work,which is the premise that data elements can participate in distribution.From the perspective of the adjustment of distribution relations,the participation of data elements in distribution should face the new problems of income distribution in the era of digital economy,give full play to the role of the government’s macro-control,explore new distribution methods,regulate and guide the healthy development of data capital according to law,and enhance social well-being.From the perspective of distribution,the participation of data elements in the distribution should be conducive to promoting the development of data productivity,making the "cake" of the digital economy stronger and bigger,taking into account the interests of all parties to the factors,realizing mutual benefit and sharing of the digital economy development,and promoting common prosperity.The participation and distribution of data elements must adhere to the requirements put forward by the central government that "data elements are contributed by market evaluation,and contribution determines remuneration",and explore effective forms of participation in distribution under the socialist distribution mechanism with distribution according to work as the mainstay,so as to guide the healthy and orderly development of the data economy.It is necessary to give full play to the role of the government and provide a perfect institutional guarantee for the participation of data elements in the distribution by improving the market mechanism,that is,from the power and responsibility mechanism,the distribution mechanism,the credit mechanism,the utilization and protection mechanism,the distribution and sharing mechanism of factors,and the anti-monopoly mechanism of data elements.It is necessary to deal with the issue of fairness and efficiency in the participation and distribution of data elements,clarify the ownership of property rights of data elements,attach equal importance to efficiency and fairness throughout the whole process of participating in the distribution of data elements,and deepen the theoretical,practical and institutional innovation of data elements participating in the distribution.
