Since the 18 th National Congress of the Communist Party of China,General Secretary Xi Jinping has mentioned the construction of government fulfil duty efficacy.The construction of government fulfil duty efficacy of local governments in China began in the 1990 s in Zhangzhou City,Fujian Province,and was gradually promoted comprehensively by the Fujian provincial government and departments.In recent years,theoretical and practical explorations have been conducted on the evaluation of fulfil duty efficacy of local governments.In fact,fulfil duty capability serves as the basic guarantee for generation of local government fulfil duty efficacy.However,the theoretical and practical exploration of incorporating fulfil duty capability into the evaluation of local government fulfil duty efficacy is relatively lacking,there is a disconnect between reality and practice.In view of this,as an exploratory and interdisciplinary study,placed in the scenario of efficacy generation,this article based on 4E theory,propose the concept of "capability",as a basic guarantee for the generation of 4E.Highlight the importance of fulfil duty capability,construct C+4E framework.Integrating value rationality and tool rationality,following the evaluation concepts of capability orientation,problem orientation,result orientation,and public satisfaction orientation,utilize 4E theory,administrative efficacy,fourth generation evaluation theory,etc,a local government fulfil duty efficacy evaluation index system is constructed and tested in practice,presenting high theoretical and practical value.This article follows the logical framework of " who evaluates-whom to evaluate-what to evaluate-how to evaluate-application of evaluation-optimization of evaluation ",and uses research methods such as literature analysis,comparative analysis,normative analysis,empirical analysis,and expert consultation to focus on four levels: theoretical system analysis,evaluation index system construction,evaluation index system application,and evaluation index system optimization suggestions,the main research content is reflected in: Firstly,explaining the research background and purpose of evaluation index system for fulfil duty efficacy of local governments based on C+4E framework,defining core concepts,and conducting a systematic literature review,etc.Elaborate on the theoretical basis of constructing an evaluation index system,analyze the connotation,characteristics,and constituent elements of local government fulfil duty efficacy and its evaluation,clarify the experience of constructing an evaluation index system for relational local government fulfil duty efficacy in China,construct for the evaluation index system of fulfil duty efficacy of local government based on C+4E framework.Secondly,analyze the methods,principles,and processes for constructing fulfil duty efficacy index system for local governments based on C+4E framework.Based on induction and deduction methods,literature analysis method,logical modeling methods,etc,a preliminary evaluation index system is constructed.Next,relying on the improved analytic hierarchy process and expert consultation questionnaires,the evaluation indicators were screened using membership,correlation,and discriminant analysis,and reliability and validity tests were conducted to form mature result of constructing evaluation indicator system.Thirdly,the independent third party evaluation subject is introduced,and constructed evaluation index system is used to evaluate the actual situation of fulfil duty efficacy construction of N municipal government,taking into account both subjective evaluation and objective evaluation.Further examine the application results of evaluation index system and explain characterization and causes of the contrast in fulfil duty efficacy results of N municipal government.Finally,according to evaluation index system construction process and application results,combined with the development of evaluation practice,this paper analyzes the problems and a reason of current local government fulfil duty efficacy evaluation index system,propose suggestions for optimizing construction of evaluation index system.The research conclusions of this article are mainly reflected in: Firstly,based on C+4E framework,balancing qualitative and quantitative indicators,positive and negative indicators,process indicators and outcome indicators,highlighting capability orientation,problem orientation,result orientation,and public satisfaction orientation,integrating value rationality and instrumental rationality,constructing a scientific,reasonable,and practical evaluation index system for the fulfil duty efficacy of local governments.It includes 4 primary indicators,13 secondary indicators,and 42 tertiary indicators,including fulfil duty capability,fulfil duty efficiency,fulfil duty effectiveness,and fulfil duty effect,and has high scientific and professional.The second is the evaluation index system constructed by practical application,which found that the fulfil duty efficacy score of N municipal government in 2022 is in the "good" range,the level of fulfil duty efficacy is relatively high.However,there is not equilibrium in fulfil duty efficacy that still needs to be improved.Among them,fulfil duty capability and fulfil duty efficiency is relatively good,but fulfil duty effectiveness and fulfil duty effect is poor.The four are not equilibrium,form contrast,and there is an urgent need for strengthening and matching balance.The objective evaluation results are higher than subjective evaluation results;there is a drop.And public satisfaction is relatively low,which urgently needs to be improved.Furthermore,the capability and effectiveness of the N municipal government fulfil duty efficacy are relatively good,but the economy,efficiency and equity of fulfil duty efficacy still need to be strengthened.Thirdly,based on the construction and application level,this paper analyzes the problems in the evaluation index system for fulfil duty efficacy of current local governments: top-level design is relatively vague,construction method is not scientific enough,evaluation results are not sufficiently applied,there are still shortcomings in third party evaluation,and public participation is low.Explanation of the causes of the problem,optimization suggestions for evaluation index system of local government fulfil duty efficacy are proposed.The possible innovation in this study lies in the following aspects: Firstly,in terms of topic innovation,placed in the scenario of efficacy generation,drawing on 4E theory,propose the concept of "capability".Existential concept innovation,highlight the importance of fulfil duty capability.Taking fulfil duty capability as an important dimension in the construction of local government fulfil duty efficacy evaluation index system provides a new perspective and entry point for the construction of local government fulfil duty efficacy evaluation index system.Secondly,in terms of framework innovation,based on 4E theory,C+4E framework is innovatively proposed.It is the enrichment and development of 4E theory,as a new attempt of 4E theory localization.C+4E framework for constructing a logical and experiential evaluation index system for local government fulfil duty efficacy is constructed by combining deductive inference with inductive summary,based on premise conditions,theoretical principles,and core content.It not only responds to the practical background of fulfil duty efficacy construction,but also makes up for the deficiencies in the existing evaluation index system.Thirdly,in the innovative construction of the evaluation index system,based on C+4E framework,an independent third party evaluation subject perspective is introduced to anchor logical orientation of public value,integrate instrumental rationality and value rationality,focus on capability orientation,problem orientation,result orientation and public satisfaction orientation,combine subjective and objective evaluation.Through rigorous scientific design and screening methods,from the fulfil duty capability,fulfil duty efficiency,fulfil duty effectiveness,and fulfil duty effect dimension,build fulfil duty efficacy evaluation index system for local governments.Introducing quantitative methods to address practical issues and fill research gaps,in order to provide supplements and developments to the methodology and values of evaluating the fulfil duty efficacy of local governments.
