Research On The Construction Of Evaluation Index System For The Implementation Of Local Party Regulations

The evaluation of the implementation of internal party regulations is a necessary link and important component of the construction of internal party laws and regulations.Evaluating the internal regulations of the party is conducive to timely identifying problems in the process of formulating and implementing internal regulations,proposing corresponding solutions,improving the quality of internal regulations,improving the implementation effectiveness of internal regulations,and promoting the formation of a sound internal regulatory system and efficient implementation system.Currently,our country has established a sound system of party regulations,and this transformation requires us to shift from a model of building the system of party regulations to a model of perfecting the system.The post-implementation evaluation index system of local internal party regulations is an important component of the post-implementation evaluation mechanism of internal party regulations,which mainly discusses which indicators are used to objectively evaluate the quality and implementation effect of local internal party regulations after implementation,so as to reflect the spiritual core of“ administering the party strictly and governing the party according to regulations”.At present,there are still few theoretical studies on the evaluation index system after the implementation of local party regulations in China.There is no specialized theory for the study and exploration of what indicators are and how to construct an indicator system.There is no specialized theory for the study and exploration of what indicators are and how to construct an indicator system.The author believes that the research on local internal party regulations,post-implementation evaluation,and index systems should not only draw on the useful theories of other social system evaluation,but also be based on the practical experience of evaluation.With the maturity and improvement of the technology for formulating regulations within the party in our country,the establishment of evaluation indicators for the implementation of local party regulations is gradually becoming more complex.This not only involves the understanding and research of local party regulations,but also the theoretical research of multiple interdisciplinary fields such as legal norms,sociology,and management.According to the above problems and considerations,this paper systematically discusses the basic theory,analyzes the feasibility of constructing the post-implementation evaluation index system of local party regulations,summarizes the problems in the index system in the post-implementation evaluation of local internal party regulations that have been completed,and puts forward corresponding suggestions.
