Study On The Construction Of Evaluation Index System Of Local Government Policy Implementation

In our country, the policy implementation appears to be theAchilles heel of the policy process. Especially since twenty-first Century, the central government has repeatedly expressed concern and puts forward the requirements for the problem of the lack of local government execution. In March5,2006, Wen Jiabao in the "government work report" pointed out improving the government implementation power and credibility for the first time. This marks the government implementation power is formally incorporated into national governance category. The17th CPC National Congress report pointed through the deepening of the administrative system and institutional reform, the formation of "equal rights and responsibilities, reasonable division of labor, scientific decision-making, smooth implementation and effective supervision of administrative system." The18th CPC National Congress report and the Third Plenary Session of the eighteen pointed enhancing the government's credibility and implementation power. Credibility and implementation power is always mentioned at the same time, because the government implementation power and credibility is accompanied. The lack of implementation power will inevitably lead to decline and even endanger the government legitimacy.Public policy is the authoritative distribution of social resources, the only way to realize the policy goal to implement effectively, achieve the goal of improving the environment. Otherwise, even the best policies are not implemented, can only be regarded as a good policy idea.In China, the formulation of national policy generally undertaken by the central government, and by the local government is responsible for the implementation of. In fact, in our local government's legitimacy is not only come from the central government, but also from the local people.The implementation of public policy is not only responsible forthe central government, is responsible for local peopleIn the central repeated orders, the local people's quality policy demandsincreasing pressure to improve local government policy execution time.However, how to improve the execution is not a simple matter of local government policy, it has become a fine subject.In order to improve the executive force to promote local government policyobjective, this article from the perspective of constructing evaluation indicatorspoint of view, attempts to construct a concise and clear and accurate coverageevaluation framework of policy executive power of local government formation process.This study from the interpretation of local government policy implementation ofthe difference and connection between the local government capacity of policy implementation, and then explore the policy executive power of local government of its connotation, factors form, production process and influence,set research starting point for the research topic of this article.Construction of evaluation framework is a key link in this study. To extract a consistent with policy implementation evaluation principle, and consistent with the evaluation framework of practical characteristics of China's local government policy implementation, this study suggests that construction of theevaluation index system of local government policy implementation, to seize the local government policy implementation of the connotation, formation process and energy sources.This study suggests that policy executive power of local government is the unity of local government capacity and power and effect.Therefore, in the setting of evaluation index system, the research on the public sector balance scorecard theory as a guide to policy implementation theory, collaboration theory, evaluation framework to build a even dimensions with causal association and present policy execution dynamic characteristics. That is generating security--the level of generated path--the level of stakeholder level.We try to make the research on the construction of3D measurementframework in essence basis on the existing research, and have this study is unique. Design of index evaluation of local government executive ability is the corestage execution evaluation.In the generation of security level two index design level, the study is based onthe ability of resource theory, analyzes the five guarantee needed in the process of public policy implementation;In the two level indicators design path level, in the process of policy implementation theory as the guide, from policy advocacy and policy identity,develop implementation plans to mechanism operating mechanism, thedynamic generation of executive power of local government policy;In the two level indicators design stakeholders level, with stakeholders theory as the guide, confirmed the demands of key stakeholders and their interests of local government policy implementation.Through the initial screening and membership selection, the initial formation of executive power of local government policy evaluation index system. Through using GAHP method to design a universal index weight, this paper completed the design of evaluation index system of local government policy implementation. This research designs the support system of the evaluation index system and operation process, which is the key to promote specific action strategies evaluation into practice.
