The Research Of Public Evaluation Index For Local Environmental Department

Performance Evaluation of China’s government has carried out nearly a dozen years, the assessment was mainly targeted at the local government sector. However, our government’s performance measurement theory and practice of the work are still in its infancy. What’s more, theoretical system of research and practice experience is still incomplete. Although some areas of our country have undertaken a number of government performance on assessment activities, which also achieved remarkable effectiveness to some degree. However, there are still some problems and limitation, for example, the assessment system is extensive and non-systematical, assessment methods and body are simplex, the assessment focus is too unilateralism, the feedback of assessment’s effect of is weak. Public evaluation of government performance is a kind of evaluation which considers the public as the evaluation body and uses public characteristics and demand to carry out performance assessment. Moreover, it can directly reflects the public impression about quality of government services and has strong feedback, which is helpful for improving the government’s specific service work. Thus, in the performance evaluation system, the design of public evaluation is reasonable and necessary. This paper analyzes the performance of China’s local governments and its existing problems, at the same time, it sums up foreign countries’useful experience and combines the practical interview and the public suggestion, on which, a realistic and accordant the index of public evaluation for local environmental government’s performance is designed.Moreover, this paper uses Shenyang as an example to do the practical research, make local environmental government feedback according to the public evaluation. Therefore, it is helpful to diagnose the organization’s problems and beneficial to promote the efficiency and quality of government’s service.
