Facing the overall strategic situation of the great rejuvenation of the Chinese nation,education has increasingly become an important cause related to "the great plan of the country and the great plan of the party".The transformation of the main social contradiction in the new era extends to the field of education,which is characterized by the main contradiction between people’s demand for fair and high-quality education and the imbalance and insufficiency of educational development.Fair and high-quality education plays a decisive role in promoting the construction of an educational power.Especially since the 18 th National Congress of the Communist Party of China,educational equity has risen to the basic national policy of education.The report of the 19 th National Congress of the Communist Party of China clearly puts forward the educational goal of“promoting educational equity”and realizing “education for children and education for learning”.The Communist Party of China has formed innovative rich discussions and vivid practice around the issue of educational equity in the new era.However,the existing research is not systematic,comprehensive,in-depth and complete,and the role of promoting practice is not prominent.Based on this,this study takes the relevant discussion of the Communist Party of China on educational equity in the new era as the research object,and focuses on the main problem of “how to better systematize and theorize the Communist Party of China’s educational equity thought in the new era”,in order to provide theoretical support for responding,explaining and solving the problem of educational equity in the real situation.Focusing on this main problem,this study combines the basic principles of Marxism with China’s specific educational equity issues,and uses the research methods of literature research,interdisciplinary research methods,and the combination of theory and practice to analyze the generation logic,historical process,main contents,practical application,basic characteristics,and characteristics of the CPC’s educational equity thought in the new era.Any thought is not produced in a vacuum,it must have its realistic basis,theoretical basis and practical basis.This study explains the realistic basis of the formation of the Party’s thought of educational fairness in the new era from three angles: the internal appeal of the modernization of educational governance,the needs of The Times for the construction of a powerful country with talented people,and the fundamental requirement of social common prosperity.The party’s educational fairness thought in the new era takes the educational fairness thought of Marxist classical writers as its theoretical origin,MAO Zedong,Deng Xiaoping,Jiang Zemin,Hu Jintao and other major Leaders of the Communist Party of China as its ideological foundation,inheriting and carrying forward the wisdom of educational fairness contained in Traditional Chinese culture.Critically drawing on the essence of western liberalism and communitarian fairness theory.Retrospecting the practice process of the CPC’s promotion of educational equity,it has gone through five historical stages: striving for the educational rights of workers and peasants,guaranteeing the equality of the educational rights of the masses,realizing the equality of educational access,promoting the equality of educational access in various forms,and moving towards the equality of educational process.The educational equity thought of the Communist Party of China in the new era is the latest theoretical achievement of the Sinicization of Marxist educational equity thought.First of all,it condenses and forms the essence of the thought of educational equity in the new era around the problem of "what kind of educational equity to build".Educational equity in the new era is the unity of external equity and internal equity.External equity focuses on the fair distribution of high-quality educational opportunities and high-quality educational resources,and internal equity focuses on the fair educational results of everyone’s life.Secondly,the party’s thought of educational equity focuses on the problem of "how to build educational equity",and condenses and forms the principle theory,power theory,guarantee theory and measurement index theory of educational equity.The basic principles of educational equity are subject equality,personality differences,rule fairness and vulnerable compensation.The people’s expectations for better education,the political responsibility of the Communist Party of China,the value goal of educational modernization and the professional ethics requirements of educators are the four core driving forces to promote the fair development of education.Promoting the construction of educational equity is a systematic project,the party’s leadership is the fundamental guarantee,the government,schools and the public are the main body of educational governance,financial investment is the material basis,the construction of the rule of law in education is the guarantee of the rule of law,the educational supervision system is the system supervision,the construction of teachers is the core guarantee,and educational information technology is an important starting point.On this basis,a measurement index system for evaluating education equity is constructed,including 4 primary indicators,9secondary indicators and 34 tertiary indicators,as well as the measurement methods of each indicator.All links are closely linked and linked,forming a step-by-step and in-depth ideological system of the party’s educational equity in the new era.In the specific application of the CPC’s thought of educational equity in educational practice in the new era,it has formed rich and vivid practical content,achieved remarkable practical achievements,and highlighted the scientificity and applicability of the party’s thought of educational equity in the new era.At the same time,it is also the specific application of this thought in educational practice to explain the party’s educational equity theoretical system in the new era,so as to examine the feasibility and integrity of the theoretical system.In the new era,the party’s thought of educational equity promotes the educational equity practice of preschool education from “having a park” to “a good park”,compulsory education from basic balance to high-quality balance,high school education from facing the minority to popularization and diversification,higher education from elite to popularization and diversification,and special education.The construction of educational equity has made outstanding achievements,ensuring equal access to education,increasingly balanced distribution of educational resources,gradual improvement of educational quality,and protection of the educational rights and opportunities of vulnerable groups.This paper makes a case study on the “double reduction” policy of education to solve the biggest problem in the practice of educational equity.At present,the “double reduction” policy of education has achieved preliminary results in promoting the equity of compulsory education.The thought of educational equity of the Communist Party of China in the new era has distinct theoretical characteristics and important value of the times.Firstly,its overall characteristics,in the dimension of value orientation,highlight the people’s characteristics of educational equity orientation in the new era;Highlight the characteristics of the times in the dimension of practice;It has obvious systematic characteristics in the content dimension;It has distinctive innovative characteristics in the theoretical dimension.Secondly,the party’s thought of educational equity in the new era has important theoretical and practical value.At the theoretical level,it inherits and develops the Marxist thought of educational equity,expands and innovates the theory of fairness and justice of the Communist Party of China,and enriches and develops the educational thought of socialism with Chinese characteristics.In practice,the party’s thought of educational equity in the new era has strong practical significance,reshapes the new ecology of educational equity,promotes social long-term poverty alleviation,promotes the early realization of the Centennial “Chinese dream”,and contributes a “Chinese style”model of educational equity to the development of educational equity in other countries in the world.
