| The world is gradually entering a new era of technological innovation and progress and economic and industrial transformation,and innovation has gradually become an important strategy for the world’s major economies to compete with each other and develop together.The report of the 19 th National Congress of the CPC clarified the firm implementation of the innovation-driven development strategy,and put forward the conclusion that ‘China’s economy has shifted from a stage of highspeed growth to a stage of high-quality development’.Scientific and technological innovation has become an important driving force for a country’s economic development.The tense situation in Sino-US trade relations and the impact of the COVID-19 epidemic on the world economy have put forward higher requirements for our country to improve its level of independent innovation and develop a high-quality economy.Innovation quality refers to the level of innovation in a country,region or industry,including the competitiveness of innovation methods,the quality of innovation results and so on.R&D institutions are the main departments for enterprises to carry out innovation activities.The innovation ability,innovation motivation and scale of R&D institutions determine the innovation status of enterprises.Based on the above background,in accordance with the research idea of "raising questions—researching questions—summarizing research—suggesting countermeasures",this study first puts forward the research content,and then uses the induction method and summary statistics method to analyze the scale and innovation quality of high-tech enterprise research institutions.Then,we use the methods such as simultaneous equation model,panel threshold regression,robustness test,data envelopment analysis(DEA)to deal with the problems including ‘Research on the Linear Effect of R&D Institution Scale on Innovation Quality’,‘Research on the Effect of R&D Institution Scale on Innovation Quality Based on Different Perspectives’,‘Research on the Influence Effect of Innovation Quality’,‘Threshold Effect Research on the Impact of R&D Institution Size on Innovation Quality’,‘DEA Efficiency Analysis on the Influence of R&D Institution Size on Innovation Quality’,and finally put forward policy recommendations based on the research conclusions.Specifically,this study includes the following research contents:(1)Sorting out the literature and research methods related to the scale of research institutions,innovation quality and influence relationship.This part first puts forward the research background and significance of ‘Statistical measurement and evaluation research on the effect of R&D organization scale on innovation quality’,and then puts forward the research content,research methods and technical roadmap of this study.Finally,the innovation of this study is illustrated.(2)Summary of relevant theories and impact mechanisms.This part first defines the concepts of high-tech industry,innovation quality and research institutions,and clarifies the research objects and research boundaries of this study.Then,the technological innovation theory,simultaneous equation theory,threshold effect method theory,and data envelopment analysis method theory are sorted out.Finally the linear impact mechanism of R&D institution scale and innovation quality and the nonlinear influence mechanism of R&D institution scale and innovation quality are summarized.(3)Analysis of the status quo of the scale and innovation quality of high-tech enterprise research institutions.This part integrates the research content of this study to explore the measurement method of the scale of R&D institutions.After comprehensive consideration,it is decided to use the average number of personnel in R&D institutions to measure the scale of R&D institutions,that is,the ratio of the number of personnel in R&D institutions of high-tech enterprises in each province to the number of R&D institutions is calculated.According to the development status of the scale of our country’s high-tech industry R&D institutions in different dimensions.According to the existing research and the research content of this study,the proportion of invention patents to patent applications is used to indicate the quality of innovation.We also explored the development status of our country’s high-tech industry innovation quality under different dimensions.Finally we studied the correlation between the innovation quality of our country’s high-tech industry and the scale of R&D institutions.These factors have a significant impact on the quality of corporate innovation and the scale of R&D institutions.(4)Research on the linear effect of the scale of R&D institutions on the quality of innovation.This part takes the inter-provincial panel data of high-tech enterprises in29 provinces,municipalities,and autonomous regions in mainland of our country from 2009 to 2019 as an example.The process model is used to test the relationship between the scale of R&D institutions and the quality of innovation.The research results show that there is a positive interaction between the scale of R&D institutions and the quality of innovation.The positive feedback coefficient of institution size is0.566,and all of them pass the statistical test with a significance level of 1%.(5)Research on the effect of R&D institution scale on innovation quality based on different perspectives.In this part,by constructing simultaneous equations based on different industries,simultaneous equations based on different ownership enterprises,and simultaneous equations based on different regions,an empirical test was carried out on the relationship between the scale of R&D institutions and innovation quality from different perspectives.The results show that there are significant differences in the linear relationship between the scale of R&D institutions and the quality of innovation from different industries,different ownership systems,and different regions.(6)Research on the threshold effect of the scale of R&D institutions on the quality of innovation.In this part,the time threshold of the impact of R&D institution size on innovation quality and its own threshold effect are estimated and tested.The research results show that the size of R&D institution has a significant positive effect on innovation quality within a certain time threshold interval,and this positive effect will increase over time.The impact coefficient dropped from 0.146 to 0.113;the positive contribution of the scale of R&D institutions to the quality of innovation gradually decreased with the increase of their scale.When the scale of R&D institutions is in the middle position,the positive contribution to the quality of innovation is greater.(7)DEA efficiency analysis of R&D institution size on innovation quality.This part uses the input-oriented CCR and BCC models to analyze the data of 29 provinces,municipalities,and autonomous regions of our country from 2009 to 2019,including the overall efficiency of innovation quality in the case of the scale of R&D institutions and the case of excluding the scale of R&D institutions,and the empirical analysis of innovation quality efficiency by using Malmquist index value.The results show that the overall efficiency of innovation quality and the Malmquist index of innovation quality efficiency,including the scale of R&D institutions,perform better on output,which is more in line with the current reality.It can be seen from the above conclusions that enterprise R&D institutions should shift from focusing on ‘quantity’ expansion to ‘quality’ improvement,strengthen the introduction and training of high-end R&D talents,and strengthen the enterprise R&D team.Government departments can guide enterprises to build independent R&D institutions and promote echelon construction of R&D institutions.By rationally allocating fiscal capital investment,and building diversified financing channels,the governments can provide an excellent external environment for enterprises.Local governments should also encourage powerful enterprises to ‘go global’ while taking into account localization characteristics,reduce the burden of innovation for local enterprise R&D institutions,and strengthen local enterprises dominant position in R&D activities. |
