Research On UN Sport Governance

Under the background of the changes in the global sports governance pattern,the United Nations’ participation in global governance also has a new trend,and its role in global sports governance is increasingly prominent.Sport is not only a significant symbol of social development and human progress,but also a concrete embodiment of a country’s comprehensive national strength and level of civilization.It is also recognized by the United Nations(UN)as an important way to achieve social development and peace.China is facing new opportunities through sports participation in UN global governance.The world today is undergoing profound changes unseen in a century.General Secretary Xi Jinping said in his speech celebrating the centenary of the founding of the Communist Party of China that the great rejuvenation of the Chinese nation has entered an irreversible historical process.As an important part of the UN,China urgently needs to acquire international status and global governance capacity commensurate with its comprehensive national strength.Therefore,it is of great significance to study the mechanism of UN sports governance and the path of China’s participation in UN sports governanceOn the basis of governance theory,international mechanism theory,organization theory and human destiny community theory,this study uses literature analysis method,expert interview method,historical research method and analytic hierarchy process to study the related issues of UN sports governance.It Teases out the historical process of the sports management,explores and explains why and how to implement the UN sport governance,including the management idea,management subject,management regulation,management object and governance effect,limitations and challenges.Then it puts forward the significance,principles and action suggestions of China’s participation in UN sports governance,so that to expand the path for China to participate and play a positive role in global sports governance and global governance in the future.The main conclusions include:1.The historical process of UN sport governance can be divided into three stages:the exploratory period(1952-1978),the attempt to lead the transition period of global sport(1978-2000),the support for the Olympic Ideal and the development period(2000-present),the inclusion of sport in the global development agenda.These three stages correspond to the evolution of the relationship between the UN and international sports organizations,from conflict and confrontation to integration to solidarity and cooperation.The international environment,nature and objectives of the organizations,the characteristics of leaders of organizations and the way and effectiveness of interaction between organizations are important factors affecting the development of the relationship between the UN and international sports organizations.The history of United Nations sports governance reflects that the global sports governance emphasizes the common goals of peace and development,the multiple subjects of coordination and cooperation,and the guarantee regulations of coordination and interaction.2.The UN sports governance aims at two aspects: one is to use sports to promote sustainable development of society,and sports especially plays a role in promoting peaceful development of education and health,the other is the value of UN sports governance lies in opening a new breakthrough of UN global governance and improving the new pattern of global sports governance.3.The main body of UN sports governance are coordinated institutions,decision-making institutions and collaborative institutions.The coordinating organization is responsible for enhancing the coherence and coherence of the exchange of information,sharing and coordination of UN inter-agency sports for development and peace activities.The decision-making and guidance framework for UN sport governance comes from decision-making bodies.Collaborative organizations implement and promote the implementation of the United Nations sports policy through sports related activities and seminars in the field of organizational work.According to the degree of legalization,the regulations of UN sports governance can be divided into international treaty text,general framework text and action suggestion text,leading and regulating the governance actions of different actors.4.The object of UN sports governance is mainly divided into global sustainable development and sports integrity.Sustainable development problems solved by sports include global peace,global development,global health and global education.Integrity of sports includes human rights,corruption and doping in sports.In solving the problem of global sustainable development and maintenance of physical integrity,the UN by various stakeholders to establish cooperation with global sports management,use of sports to carry out a series of activities to promote sustainable development goals,and in the member states and sports organizations to promote sports management regulation of execution and achieved certain results.5.The limitations of the UN sports governance include the weak effect of sports in promoting peace and development,the incomplete guidance policy of the UN on global sports governance,the loose organization of sports governance within the UN,and the low enthusiasm of member states to participate in sports governance.The challenges it faces include the impact of anti-globalization and the differences and conflicts in the cooperation between the UN and other sports organizations6.The main obstacles in China’s participation in UN sports governance include lack of strong initiative consciousness,lack of international talents,and the particularity of China’s sports development hindering the sharing of development experience.Under the new development pattern,China’s participation in UN sports governance should break through the external cycle,enhance China’s participation in the UN sports governance,and dredge the internal cycle,so as to build a sports power to set an example for the global sports governance.So that to build a double cycle linkage sports governance system that promotes each other at home and abroad.This will not only expand the boundaries and fields of China’s participation in UN affairs,but also be an important way for China to enhance its voice in international sports field.It is also of great significance to promote the concept of human community with a shared future to the world.
