Research On The Path Of Social Sport Organizations Involved In Grassroots Sport Governance

The Third Plenary Session of the Eighth Central Committee of the Communist Party of China put forward the great strategic conception of “improving the mode of social governance and stimulating the vitality of social organization”,pointing out the direction for the deepening of reform in the field of sports,that is breaking the one-way administrative management model,to mobilize social forces to participate in grass-roots sports management,giving full play the great value of social sports organizations in the grassroots sports governance.However,affected by the multiple factors,the positive role of social sports organizations' in the sports management is not fully play out for a long time,and faced with many difficulties and challenges.Based on this situation,this study will combining the theory with practice,through the investigation method of literature,interview,questionnaire law,field observation and other scientific methods,to research the path of social sport organizations to involve in grassroots sport governance,and obtained the following conclusions:First,social sports organizations are social groups that not seting up for the purpose of profit,independenting of the government,and enjoy the sports rights and bear the responsibility of sport development.Sports governance refers to the process of coordinating various groups of people to manage sports public affairs through a series of institutional arrangements to realize the national sports development goals on the basis of emphasizing the diversified subject.Second,the social sports organizations to participate in grass-roots sports governance has profound theoretical demands:(1)“good governance” is the best combination of political state and civil society,and social organization is the best carrier of good governance and platform to promote democratic participation of citizens,only have establishmented of a sound social organization network,can we achieve good governance.(2)“ multi-center governance theory”emphasizes the diversity of the governance bodies of public affairs governance,and governance bodies are independent and interrelated among different governance body;This theory stress the need to build a “pluralism” model that government,market,civil society to participate in governance together to make up the lack of market or government.Thirdly,foreign sports governance has broken through the government's single dominant control,non-profit sports organizations,business organizations and individuals have become the main body of sports governance,and formed a modern sports governance system that government,market,social forces governancing together.In contrast,the theory and practice are relatively lack of exploration in the field of social sports organizations involved in grassroots sports governance in our country,and lack of in-depth understanding and understanding.Fourthly,during the social transformation stage,full playing the great value of social sports organizations in the grassroots sports governance,is not only the inevitable requirement of national governance concept innovation or to ensure that the premise of innovative sports management system,but also the inherent needs of social sports organizations development.Fifth,the social sports organizations in the grassroots sports governance are facing of many problems and challenges.This includes both the existing defects,such as lacking of internal autonomy,lacking of human resources,low degree of specialization,lacking of self-management,coordination and cooperation is not sufficient to carry out project homogeneity,lacking of sports guidance services;But also facing many external environment limiting including administrative color concentration,limited participation in space,lacking of external supervision,imperfect mechanism of support and security ect.Sixth,the social sports organizations participating in grass-roots sports governance should take a autonomy,mechanism,hub,innovation path.To this end,the government should speed up the transformation of functions,promoting the separation of government and government,formulating policies,improving the social sports organizations to participate in grass-roots sports management security mechanism and improving the supervision mechanism.Social sports organizations should strengthen the construction of internal institution and personnel management,playing their own advantages,improving operating income,making up all kinds of resources,promoting political interaction,and to meet the masses diversity needs through continuous innovation,public trust enhancing and brand building.
