The early agricultural and fishery policies have focused on industrial development and neglected the construction of rural areas in the agricultural and fishing villages.The Taiwan authorities have actively promoted the improvement of rural plans in the past few decades.Although the content of the project is well-intentioned,some agricultural and fishing villages have indeed made some substantial progress,but The government departments and the county and city governments are implemented from the top to the bottom.The political and civilian representatives are more limited to the resources of governance.The speed and depth of rural community construction are still insufficient,and it is impossible to implement the plan to most of the farmers.The fishing village did not see significant performance in overall implementation.However,due to the lack of long-term planning and the result of long-term natural development,most of the agricultural and fishing villages that are far away have lack of resources,resulting in lack of humanities,reduced rural features,monotonous landscapes,serious population outflows,reduced agricultural land and occupation,and ecological environment.Problems such as corruption occur.Under the conditions of rural infrastructure construction and public facilities,the community roads are narrow and curved,the farmhouses are simple,the environment is dirty,the quality of life is low,the outflow of young people is becoming more and more serious,and the urban-rural environment is very different.In addition,due to the fact that the government has invested less in the construction of rural humanities and other software,the rural life and cultural characteristics have gradually lost.In view of the long-term lack of planning and systemicness in Taiwan’s rural areas to assist the overall development,the previous public sector’s efforts to improve rural planning failed to achieve the overall expected performance.In order to truly achieve rural regeneration,the Taiwan authorities continued to re-execute the case before 2007.The change is guided by the development of rural people’s bacon,and the “Regulations for Rural Regeneration” formulated by the Agricultural Committee of the Taiwan authorities to promote the transformation and upgrading of agriculture,improve farmers’ income,prosperthe rural economy and improve the quality of rural living environment.Farmers on July 14,2010 The bill was amended and discussed in the third reading of the legislative branch.The "Regulations on Rural Regeneration" was announced on August 4,2010.It is advocated to rebuild the new rural landscape according to the needs of the overall rural development,activate the rural regeneration,and plan to set up a rural recycling fund to achieve the goal of building a rich new countryside.The rural regenerative fund set up by the public sector is worthy of recognition through the bottom-up concept of governance structure.However,the effectiveness and impact of the rural regeneration regulations are quite novel issues,and all areas need to be further studied.This study adopts the four major facets of balanced scoring method as the theoretical basis,and uses the literature discussion,questionnaire survey and network analytic hierarchy process to conduct empirical analysis and discussion.The rural regeneration plan of Longmu Community in Dashu District of Kaohsiung City is the research object.According to the relevant literature,five evaluation indicators,including industrial economic benefits,community environmental improvement,cultural preservation,ecological conservation,follow-up management and maintenance,and financial planning,and 25 detailed indicators will be drawn up.Then,through the focus group discussion method,25 project indicators will be transformed.To balance the four facets of the scorecard,16 project indicators.The expert questionnaire and the resident questionnaire are designed based on the 16 project indicators of the four facets.The expert questionnaire uses the network level analysis method(ANP)to explore the weight of each facet and indicator project.The research results show that the financial facet For the most important,the indicator project is most important in terms of financial source growth rate,ecological environment survey and conservation and reinstatement,and government subsidy adjustment.Residents’ questionnaire design adopts the importance-performance analysis method.The importance of customer orientation is the highest in terms of importance,and the indicator project is based on eco-environmental survey and conservation re-education,tourists’ satisfaction with industrial activities,and the quality of companion gifts.Most important.The study also conducted in-depth interviews with 20 community developmentassociation cadres and residents in the Longmu community of Dashu Township,Kaohsiung City.The interview results were divided into four aspects.First,the motivation for rural regeneration was implemented.The construction must be improved,coupled with the financial subsidies of the public sector,which enables most community cadres and residents to actively participate in the promotion of rural regeneration programs.Secondly,the experience of successful citizen participation in Lombok community is mainly In the process of drafting the regeneration plan,a public hearing or symposium will be held to invite community residents to participate and provide relevant opinions.The implementation process and results of the policy must be transparent and open,and the opinions and ideas of the community residents should be considered as community building.Blueprint;again,in terms of the performance and satisfaction of rural regeneration,community residents are positively affirming the results of the rural regeneration program and believe that they have achieved excellent performance;finally,in the financial aspects of rural regeneration,community residents are concerned with the public sector.After the subsidy is stopped,it will worry about the reduction of funds and promote the sustainable development of the community.The degree will increase,but residents think that "the community is our own community,as long as it is done right",I believe that the maintenance of the community should continue,and that the public sector should provide subsidies to the communities that are willing to operate,for unintentional promotion.Social housing should stop subsidies.The study found that in recent years,the research community has received subsidies from the Administrative Committee of Agriculture for related research activities,and it is still unable to return the working middle-aged population to their hometowns.Community residents pay more attention to hillside land conservation and disaster prevention.To continuously promote the development of hillsides,it is necessary to do a good job in soil and water conservation.According to research data,experts and community residents have a high degree of emphasis on financial aspects,including indicators such as follow-up management and maintenance,financial sources,and government subsidies.If the characteristic community cannot be developed,the community may not be self-sufficient.When the rural recycling fund stops subsidies,the community will face challenges.Therefore,in addition to the regional industry or the transformation,the government needs subsidies to the rural communities.It is recommended that when reviewing the rural regeneration plan by the public sector,it is necessary to strictly examine the development of rural communities,and whether the plans proposed by the community can enable the community to operate sustainably,so that the rural communities can develop rural areas with characteristics and self-sufficiency.Communities,avoiding community proposing rural regeneration programs that are not suitable for the community.Based on the results of this study,suggestions for improvement in the implementation of the project in Longmu Village will promote rural sustainable development and rural regeneration,improve basic production conditions,maintain rural ecology and culture,enhance the quality of life,and build a rich new countryside.
