Performance evaluation runs through the whole process of enterprise management,which is of great significance to realize high-quality development and efficient governance of enterprises.For prefecture-level state-owned enterprises,how to conduct in-depth exploration of performance management evaluation system in practice,and finally apply the theory scientifically and reasonably to each link of enterprise production and operation,stimulate the potential ability of employees,and achieve the long-term strategic goals of enterprises is an important research direction.The application of balanced scorecard,a performance management evaluation tool,can realize the balance of performance evaluation indicators in many aspects and promote the implementation of strategy.Compared the commonly used performance management evaluation tools,combined with the management needs of A company,the balanced scorecard is chosen to optimize the performance management evaluation system of Company A.Through to the relevant personnel to carry on the deep interview,summary of A company performance management evaluation of the status quo,to find the existing problems and analyze the reasons,found that A company performance management evaluation index set is not reasonable and the weight is not scientific,performance management evaluation application effect was not significant,for A company to import the necessity and feasibility of the balanced scorecard is analyzed.By sorting out the strategy of A company,the strategic objectives are summarized,and targeted indicators are selected from the four dimensions of the balanced scorecard to form enterprise-level performance evaluation indicators and draw strategic maps.Using analytic hierarchy process and expert scoring method to scientifically determine the weight of indicators,the formation of enterprise performance evaluation indicators of A company.Value tree model is used to decompose enterprise-level indicators into department-level indicators.Department-level indicators are decomposed into employee-level indicators based on job responsibilities.Finally,the guarantee measures for A company to implement the balanced scorecard performance management evaluation system are formulated.For municipal state-owned enterprises to build A company based on the balanced scorecard performance management evaluation system,accords with the practice of enterprise management,to solve the problems of performance evaluation of A company,promote the strategy of A company fall to the ground,and to other places state-owned enterprises,and other types of companies with similar problems has A certain reference value.
