| From the perspective of industrial philosophy,the essence of industry is the socialization of production,which realizes the coordination between human and social relations at the system level and between human and nature at the technical level.Therefore,any industrial organization has the dual properties of society and economy.As a high-tech strategic industry and an important cornerstone of national security,the nuclear industry realizes its social attribute by guaranteeing national security,and realizes its economic attribute by improving the level of equipment and technology and driving the related industries.After more than 60 years of development,China’s nuclear industry has made great progress in both equipment capacity and technology level,and basically has the strength to guarantee national security,the lofty mission of social attribute.In terms of industrial structure,China’s nuclear industry presents an oligarchic pattern.The game among various groups in the nuclear industry presents individual rationality in pursuit of selfinterest maximization,and uncoordinated inter-group relations,which not only hinders the realization of collective rationality and social attributes of the nuclear industry,but also affects the play of its economic attributes.Aiming at the contradiction between individual rationality and collective rationality of nuclear industry organization,this paper aims to realize organizational collaboration and guarantee the realization of collective rationality and social attributes,and obtains the following research results:First,through the analysis of the nature and characteristics of China’s nuclear industry,technology and organization,technology standardization and organization collaboration,it is revealed that the social attribute based on national interests is the primary attribute of nuclear industry organization,and technology standardization is an effective way to promote the coordination of nuclear industry organization.Taking technology standardization as the technical system to regulate technology and R&D behavior can not only effectively promote inter-group coordination,but also obtain better scale effect.Through expert interview,four main influencing factors of organizational synergy for technology standardization are revealed as follows: policy,platform,distribution and motivation.Among them,policy is the external factor that affects organizational synergy,dynamic influence is the internal driving factor of organizational synergy,platform and distribution are the important factors of interorganizational relationship synergy.Combined with synergistic behavior and synergistic performance,based on the primary attribute of China’s nuclear industry and the effective way to achieve organizational synergism,a "four factors and two stages" model of inter-organizational synergism for technology standardization of China’s nuclear industry was established by referring to the "SCP" model.Secondly,through the modeling analysis of 302 valid questionnaires of professionals,the paper reveals the mechanism and path of policy,platform,distribution and motivation on organizational synergy based on the model of "four factors and two stages".The mechanism of action is as follows: due to the primary existence of social attributes,organizational motivation formed under the guidance of policies will definitely have a decisive impact on inter-organizational collaborative behavior and performance;meanwhile,policies and motivations will also influence and transfer to platform and distribution through the differences in inter-organizational cooperation modes,thus forming the path of organizational synergy.The results show that policy has the greatest indirect effect on collaborative behavior,and policy is direction and principle.Motivation has the greatest direct influence on collaborative behavior,and motivation is the key and driving force.Platform has the greatest direct impact on collaborative performance and is the fundamental and foundation for providing resources.Distribution has a great direct impact on collaborative performance,affecting enthusiasm,collaborative motivation and overall performance.The action path of "policy-motivation-synergistic behaviorsynergistic performance" reflects the action path of collective rationality,and the action path of "policy-motivation-platform-distribution-synergistic behavior-synergistic performance" reflects the action path of individual rationality.The action path of collective rationality is the action path with higher transmission efficiency.Thirdly,through the evolutionary game analysis of whether the nuclear industry organization participates in the synergy,the existence of two action paths is verified,and it is revealed that the policy factor is the first factor affecting the nuclear industry organization synergy.Under the condition that the policy factors play a full role,the organization will make a collaborative choice that satisfies the collective rationality.Under the condition that policy factors do not play a full role,the organization will make the behavioral choice of whether to participate in synergy on the premise of rational interest comparison of individuals.Under this condition,income,trust,reward and punishment,and distribution will have an impact on the choice of participation synergy.In order to increase the probability of individual rational action path to achieve organizational synergy,the paper puts forward some strategic suggestions,such as strengthening policy factors,giving play to the role of platform,and doing a good job in profit distribution.It is concluded that when the nuclear industry undertakes important tasks related to national security,it must be fully guaranteed by the policy and realize collective rationality to meet the social attributes.When undertaking tasks that reflect economic attributes,organizations should reflect individual rationality and meet collective rationality through reasonable and effective competition under the regulation of technical standardization,so as to promote the healthy development of the industry.Finally,combined with the empirical study on the standardization of China’s independent third-generation nuclear power technology "HPR1000",it is shown that the nuclear industry organizations in China are participating in the organization coordination through individual rational action path and making choices according to individual interests under the circumstance that the national policy effect has not been fully exerted.This paper puts forward policy leading role into full play and promoting the construction of " HPR1000" mass scale effect,give full play to their role as the technical regulation,do a good job in the protection of intellectual property rights and evaluation,to enhance the security,such as the win-win cooperation collective rational thinking under the collective rationality embodies individual rationality control strategy,in order to promote healthy development of the industry meet the requirements of national strategic development. |
