Research On The Transformation Planning Of Dalian Industrial New City From The Perspective Of "Center-Periphery" Theory

Since the reform and opening up,the industrial new city,represented by the suburban industrial park,has taken the lead in the rise and successively realized the development process from scratch,which is known as “the first venture”.In recent years,in the context of the spatial reconstruction of the central city,the industrial new city has changed from“marginal area” to “sub-central zone”,and its service function increasingly enhances to satisfy higher strategic requirements.As the advantage of low cost of land and low threshold of environment that the industrial new town used to rely on disappeared,the traditional enterprise that undertook in the early stage is gradually declining.The internal industrial transformation and upgrading is urgent.The industrial new city confronts with “the second venture”.In the new era,with the further implementation of ecological civilization,the system of national territorial space planning is constantly optimizing,and the pattern of spatial governance represented by “one priority and three high qualities” has put forward new requirement for the transformation of industrial new city.This transformation is more thorough,more complicated and more important than the traditional one.Thus,research on the transformation of industrial new town is imminent.There are many case studies on the transformation of industrial new towns at home and abroad,but few of them can reflect the requirements of the urbanization in the new era.Based on the transformation of industrial new town,together with the analysis and summary of relevant theories and research results at home and abroad,the core of the dissertation chooses the renewal of “marginal area” as the breakthrough point in the transformation of industrial new city.After the analysis of connotation of transformation and its dynamic mechanism,the dissertation sums up three major elements: spatial boundary locking the transformation scope,connotation strategy anchoring the direction,and evaluation system locating the short board,and constructs four transformation connotations: industrial transformation supplying dinamic,space transformation structuring foundation,environmental transformation improving content,social transformation offering vitality.In order to make the research content,method and transformation strategy representative and feasible,Dalian ecologic science and technology innovation city is sampled to research.The space of the city transformation is designated through “spatial identification of margin,factor identification of regeneration,identification of regional transportation connection and internal industry replacement demand”,along with ecological corridor,administrative boundary.According to the present development foundation,the trend and demand of future transformation,the dissertation clears three points:the direction of industrial transformation and industrial layout,the direction of transformation of urban function and spatial structure,the direction of environmental transformation and green-blue space system,the direction of energy transformation and public service system.On this basis,taking the domestic first-line industrial new city such as Shanghai,Guangzhou,and Tianjin as examples,combining with the evaluation system,the dissertation systematically analyses the short board that the transformation of Dalian is confronting with,and evaluates its advantage and disadvantage to correct the tranformation development strategy.It offers a complete and feasible transformation strategy pattern to national industrial new city transformation,either.The dissertation concludes that the transformation of industrial new city should prescisely delineate the transformation boundary and anchor that scope,and get rid of the unfitness of the whole administrative transformation.The method of transformation should not limit to the traditional paradigm of “scale theory and space theory”,but taking the marginal renewal experience into consideration,to transform into “four-in-one: industry,space,environment,vitality”,emphasize the way of high quality of space creation and of implantation of innovative vitality element.The evaluation of industrial new city should highlight rational analysis,using big data analysis,GIS spatial analysis to construct the model of spatial identification,using the major element analysis to make quantitative evaluation of the evaluation factor,and improving the rationality of planning analysis and conlusion through enhancement of data analysis and model analysis.
