Because of the financial crisis erupted in 2008, "center-periphery" international economic system became unstable. The system is led by America through industry globalization (outsourcing chain).Then, in order to achieve the strategic goal of "reviving America and leading the world", the Obama administration proposed a "re-industrialization strategy. This strategy not only makes the world set off a new wave of industrial transfer, but also opens the third industrial revolution prologue, so industrial production and global economic landscape will promote an adjustment period of change.The theoretical basis of this paper is interdependence theory, the theory of the rise and fall of leading country’s power and "center-periphery" theory. And this paper is based on a large amount of historical material. We discussed the roots of the rise and fall of leading country’s power by the method of logical analysis. We set leading country as "center" and other country as "periphery".We pointed out that the advantage position in industry is a foundation for a leading country to build a "center-periphery" system. And according to the leading country’s national debt and debt situation, we divided "center-periphery" system into the UK "debt-style", American "style debt" and U.S. "debt-style", pointing out precisely financial operation hollow because of the decline in U.S. industrial dominance, which is the root cause of instability of current system.U.S. re-industrialization strategy is based on the current "debt" type "center-periphery" system. In the era of credit money, this system could weak other countries’ pricing power of their currency, which forced the formation of financial dependence on the United States, that is saying, in the era of credit money, the "debt" type "center-periphery" credit money system is institutional safeguards for Dollar hegemony。Therefore, the U.S. re-industrialization strategy is not to break the world economy, but aimed at launching a revolution in industrial technology.So the U.S. economy could achieve sustained recovery firstly,through which other country could maintain confidence in the ability of existing systems. And America could force the peripheral countries dependent on the United States through seizing strategic emerging manufacturing technologies.From the point of view of strategic execution, the U.S. re-industrialization strategy really makes the "debt" type "center-periphery basic" system begin to strengthen.But it also caused a significantly impact on China’s economy. China should eliminate mutual suspicion, reduce confrontation, mutual benefit and win-win results, etc, to enhance China’s international influence, from to speed up the transformation of industrial upgrading, strategic emerging industry development, and the risk of financial system reform to enhance their coping, crisis to change and realize the rise of China.
