On the other hand, with the economic and social development, the concept of industrial agglomeration areas gradually into the people’s vision. Among them, industrial agglomeration has even: optimizing the economic structure, change the mode of economic development, but with the upgrading of the industrial structure, speed up, industrial agglomeration advantages gradually decreases, these phenomena lead to the government must be industry agglomeration district transformation and upgrading as an important strategic. At present, many of the industry cluster in Sanmenxia area is still in the primary stage of development, they have a lot of problems, to better promote the city’s industrial cluster transformation and upgrading, According to the development situation of Sanmenxia City Industrial Zone, the paper uses the literature analysis, SWOT analysis and in-depth interviews, study the Sanmenxia industrial cluster district transformation and upgrading of theexternal environment and competitive environment, the restriction factor of the industry cluster in Sanmenxia District in the transformation and upgrading of thesystem: restriction, high-end production factor accumulation weak, resources and environmental constraints. In addition, through the SWOT analysis method, this paper sums up the industry cluster in Sanmenxia area in the process of advantage, weakness, opportunity, threat of transformation and upgrading, and construct a specific strategy of Sanmenxia industrial cluster district transformation and upgrading. At the macro level, pay attention to strategy, focus on the development of leading industries, high-tech industries, and strengthen the construction of regional innovation system; secondly, on the government management, strengthen market supervision, improve the industrial chain through policy guidance, deepen the system reform and innovation.
