| In the past decades,China has carried out the largest investment and construction of mega infrastructure projects(MIPs)in history,which has become a powerful driving force for urbanization,social development and improvement of people’s living standards in China.However,with the gradual increase in the number of projects and the gradual expansion of the project scale,the operation and maintenance(O&M)management of MIPs,as a weak link in the whole life cycle,has gradually exposed the problems of low management efficiency,unclear authority relationship,uneven distribution of interests,insufficient operating funds etc.,which have been widely concerned.In this context,although academics research on O&M management in mega infrastructure-related areas and achieved a series of milestones have been achieved,the existing studies is generally evaluate the input-output benefits of single project operation from the perspective of enterprises,and lack of studies on the macro aspect of operation performance.Moreover,the internal influence mechanism of mega infrastructure performance in the operation stage,the performance of MIPs,and the development direction of MIPs performance are still the weak points of the research.Therefore,changing the project O&M management mode and improving the level of project operation performance are important foundation to ensure the smooth,efficient and sustainable operation of MIPs in China.Based on this,this paper focuses on the MIPs performance on operation stage,explores the mechanism of MIPs performance based on the sustainable development theory,measures the performance level of MIPs under the performance evaluation theory,and selects 15 typical cases in 4 categories for empirical analysis,analyzes the problems of the projects in the operation stage and the success factors that contribute to the success of the projects.The paper analyzes the problems in the operation stage and the factors that contribute to the success of the project,and constructs a path to improve the operation performance of MIPs.The paper follows the model of "influence mechanismperformance measurement-improvement path" and conducts the following studies.(1)Identification of influencing factors of MIPs operation performance.From the macro perspective of the country,the paper focuses on the operation stage of MIPs,and identifies the factors influencing the performance of China’s MIPs in the operation stage of the project,and innovatively identifies 23 factors in 4 dimensions,including social relationship,ecological environment,economic development and operational capability,which constitute the system of factors influencing the operation performance of MIPs was identified.This system of factors not only provides theoretical support for the quantitative analysis of the subsequent study,but also provides a realistic path to improve the performance of MIPs in China.(2)Analysis on the influencing mechanism of MIPs operation performance.The sustainable development theory is introduced into the research framework,and the impact mechanism of mega infrastructure performance is analyzed with the help of structural equation model.The results show that,on the whole,social relationship,ecological environment,economic development and operational capability,all have positive correlation on the performance of MIPs.The results of the correlation analysis of the influencing factors of each dimension show that there is a strong causal relationship among the four dimensions.It is found that social relationship is the foundation and starting point,and operational capability is the purpose and end point.Capacity enhancement and improvement of political system guarantee should be strengthened in each link of the project operation stage to ensure that the construction investment of IMPs can truly maximize its function and value.(3)Measure the performance of mega infrastructure operation.The entropy method and D-S evidence theory were used to construct a model for measuring the performance of MIPs,and 15 typical cases of MIPs in four categories were selected for empirical analysis.The results found that,overall,the performance of MIPs in the operation stage is good,the evaluation level of social relations,economic development and operational capability dimensions is good,the evaluation level of ecological environment is general,and there are 0.0406 uncontrollable factors in the operation process of IMPs.The project performance of the 15 projects in the operation phase was measured separately,and 20%of the projects had excellent performance,46.7% had good performance,and 33.3% had general performance.Economic development,ecological environment,technological innovation,staff training and policy system play a positive role in the project operation process.(4)Propose the improvement path of MIPs operation performance.The system dynamics model is used to build the system model for improving the performance of MIPs,and the paths for improving the operational performance of MIPs are simulated under five scenarios: status quo,economic orientation,technology orientation,ecological environment orientation,and capacity orientation from 2020-2030.And the path of "continuation of the status quo(2011-2020)-technology-oriented(2021-2028)-ecoenvironmental oriented(after 2028)" is finally determined.Based on the optimal path,three levels of "enhancing resource integration ability-improving technological innovation performance-optimizing resource utilization level" are proposed.The paper proposes countermeasures to improve the operational performance of MIPs in China,and provides reference for the sustainable development of MIPs.Based on the research logic of "systematic analysis to determine the basis,level measurement to find the problem,problem analysis to find the path",this paper takes the long-term development capacity and sustainable development state of MIPs as the ultimate goal,and provides a new perspective for the operational performance of MIPs.This paper comprehensively uses the methods of combining theoretical research and empirical analysis,qualitative analysis and quantitative analysis,static scenario analysis and dynamic simulation to reveal the influencing mechanism of operational performance of MIPs in China,the development status and success factors of project operational performance in an all-round and multi-angle.The improvement path of operational performance proposed in combination with the system dynamics model will help the Chinese government to predict the operational performance of MIPs in the future,and provide reference for formulating long-term O&M management policy planning of MIPs. |
