In the process of new urbanization,perfect urban infrastructure plays an important role in promoting regional economic growth and social development.In recent years,China has vigorously promoted the public private partnership(hereinafter referred to as PPP model),which not only reduces the financial pressure for local governments,but also improves the supply capacity of infrastructure and effectively promotes the development of urban infrastructure construction.In the theory of project differentiation,infrastructure projects are divided into three categories: operational,quasi operational and non operational.Quasi operational infrastructure projects have many problems in the process of implementation due to its characteristics of public welfare and operation,numerous stakeholders,complex implementation details and long business cycle.However,at this stage,the performance management system in China is not perfect,resulting in poor performance level of project implementation.Therefore,how to make a comprehensive and scientific performance evaluation of quasi operational infrastructure projects under PPP mode,improve the performance level of the whole process of project implementation,and realize the maximization of public benefits is worth exploring and urgently needed to be solved.From the perspective of stakeholders,based on DPSIR model and improved matter-element extension model,this paper constructs the performance evaluation system and model of quasi operational infrastructure projects under PPP model.Firstly,based on a large number of relevant literature,this paper discusses the concepts of PPP model,quasi operational infrastructure projects and performance evaluation,defines the research subject and research object,and expounds the theory of project management and performance management.Secondly,through the analysis of key success factors and literature research,28 performance evaluation indexes are preliminarily selected,and 24 key performance indexes are further determined by expert survey and statistical analysis.The performance evaluation system of quasi operational infrastructure projects under PPP mode is established by combining DPSIR model.Moreover,through comparative analysis,this paper uses entropy method and improved matter-element extension model to build the performance evaluation model of quasi operational infrastructure projects under PPP mode.Finally,combining the above performance index system and evaluation model,the application research of Hangzhou Metro Line 1 project is carried out,and the evaluation result is good,which is more consistent with the actual situation.By comparing with the performance evaluation result of traditional matter-element extension model,the superiority and feasibility of the evaluation model are shown,and the performance management of quasi operational infrastructure project under PPP model is proposed The practical countermeasures and suggestions are put forward.The main innovations of this paper are as follows: first,based on DPSIR model,a set of performance evaluation index system of quasi operational infrastructure project under PPPmode is constructed,which includes 5 dimensions and 24 key performance indexes;second,the matter-element extension model is introduced and targeted improvement is carried out to build the performance evaluation model of quasi operational infrastructure project under PPP mode.This model overcomes the limitations of traditional matter-element extension model in the evaluation process,improves the calculation efficiency of the model,makes the evaluation results more scientific and reasonable,and has certain theoretical and practical significance for the performance management of quasi operational infrastructure projects under the subsequent PPP mode.
