Research On The Factors Affecting The Performance Of PPP Project Supervision In Urban Infrastructure And The Way To Improve

As the PPP project can give full play to the advantages of the government and social capital side,coupled with the rapid development of China's urbanization and the Belt and Road strategy will bring a large number of infrastructure investment needs,so the PPP model has been attached importance to by the government of our country.However,when PPP model make a huge impact,there are also appearing the phenomenon of market failures and government failure.In order to overcome the phenomenon of market failures and government failure,and promote the sustainable development of the urban infrastructure PPP project,it is necessary to carry out effective supervision on the urban infrastructure PPP project.However,due to the imperfect legal system in China's PPP project supervision,the role of government has not been completely transformed,the regulators are not mature enough,the lack of government accountability mechanisms and the lack of public supervision and other issues result in the current situation of China's urban infrastructure PPP project regulatory performance is low.Therefore,it is urgent to study the influencing factors and its improvement path of urban infrastructure PPP project.Firstly,based on the literature collection and classification,summarize the current situation of PPP project supervision and PPP project performance research,and combs the theory of public goods,government regulations,principal-agent and public governance,to lay the theoretical foundation for the study of the paper.Referring to the dimension of influencing factors of supervision performance in other industries,this paper combines with the existing results of PPP project regulation to carry out the division of the identification factors of the PPP project supervision performance of urban infrastructure.And using the literature analysis method and case study method to identify the list of the influencing factors of urban infrastructure PPP project regulatory performance.Secondly,making a brief introduction of the structural equation model,and analyzing its applicability in the thesis research.Then based on literature analysis to construct the structural equation model of the influencing factor of urban infrastructure PPP project regulatory performance.After that using questionnaire to collect sample data and through structural equation model to verify and simulate.Finally according to the results of the structural equation model,obtaining nine key influence factors: regulatory execution,the integrity of laws and regulations,the rational allocation of regulatory,independent regulatory authority,rational role orientation,complete contracts,public regulatory participation,public regulatory participation,regulatory performance evaluation,and the feasibility of laws and regulations.In the end,this paper considers helping regulators to improve regulatory performance more systematically,effectively and scientifically as the path to enhance the design of the purpose.And following the principles of system,fair and just,incentive compatibility principle,focus on the principle of key factors to improve the legal and policy system of urban infrastructure PPP project,to reconstruct the regulatory agency system,to strengthen the public supervision system and to construct the regulatory performance evaluation system.So as to form a strong urban infrastructure PPP project regulatory system.
